ASSESS THE STATUS AND CONDUCT A TECHNICAL-ECONOMIC ANALYSIS OF APV MODELS IN VIETNAM

1. Background

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The Agri-Photovoltaics for Rural Areas (APV) project in Vietnam aims to lay the groundwork for developing APV models in the country. APV combines agricultural production and solar panels on agricultural land. These efforts support Vietnam’s goal of achieving sustainable, low-emission agricultural transformation and contribute to the country’s renewable energy development goals, as well as to the government’s commitments to climate change adaptation programmes and Net Zero targets by 2030 and 2050.

 

For enhancing the capacity for planning and technical knowledge of relevant stakeholders for APV development on agricultural land in Vietnamese farming systems, in gender-equality promoting manner and enhancing income for farmers, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the Agriculture Projects Management Board (APMB)/ Ministry of Agriculture and Environment (MAE) are jointly implementing APV project. It includes five outputs: (i) Assessment of current status and potential for Agri-Photovoltaics development in Vietnam; (ii) Consulting on suitable models and strategy for Agri-Photovoltaics development in Vietnam; (iii) Enhancing capacities for relevant actors, including women and vulnerable groups, for the operation of farmer-friendly APV and (iv) mobilization additional resources for development of APV in Viet Nam and (v) project management.

 

The GIZ Office Hanoi as the contracting party, on behalf of the APV project, is conducting an open tender to look for qualified Local Consulting Firm (LCF) to implement the assignment.

 

Tentative duration: from 01 September 2025 until 31 March 2026

Place of assignment: in Vietnam with following milestones

Task 1: Submission of draft inception report

Task 2: Approved questionnaires

Task 3: Data collection and full set of data confirmed, and quality checked

Task 4: Data analysed and key fact findings, 1st draft report, presentation for internal exchange

Task 5: Final report submission

 

2. Requirements for the LCF

a, Commercial register entry

b. Average annual turnover for the last three financial years

At least: 64000 EUR

c. Average number of employees and managers for the past three calendar years

At least: 05 persons

d. Technical experience assessment is based on reference projects that were conducted by LCF with a minimum value of 2000 EUR to satisfy the following:

  • Having at least 01 reference project in assessment on agriculture, land use or renewable energy
  • Having at least 01 reference project in Vietnam in the last 36 months
  • Having 05 years experiences in the renewable power in combination agriculture sector in Vietnam
  • Have a good understanding of the Vietnam solar power and agriculture sector: summarized technical report, technical review papers …
  • Having 03 years experiences in cooperating with international institutions on assignments in the field of implementation of ODA projects: 2 project implementations
  • Having 02 years experiences in cooperating with relevant ministries, local authorities/agencies                                                                  

3. Interested LFCs are requested to prepare the following documents:

a. Letter of interest (with Director’s or authorised person’s signature and company stamp).

b. Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be brieftly translated into English if documents are in Vietnamese.

c. LCF profile and technical experience, Business license (for firm) or Decision of establishment (for association); Tax code registration; organisational chart; consortium agreement and nomination of consortium leading firm (if at least 02 entities join the assignment); similar experience/copy of contracts related to this assignment.

d. Technical proposal: must correspond to the structure of the Terms of reference (ToRs)

e. Financial proposal: Calculate your financial bid exactly in line with the Quantitative requirements specified in the TOR.

 

Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.

 

4. Method of bid submission

LCFs send Bid documents to [email protected] before 5 PM (Hanoi time) on 17.08.2025 with email subject: “Tender 83493594-Bid document-Company name”.

  1. Request of tender documents to be sent to [email protected] before 01.08.2025.
  2. Related questions to be sent to [email protected] before 10.08.2025.
  3. Bid documents to be sent to [email protected] before 5 PM on 17.08.2025. When submitting bidding documents for this tender, the bidder declares that she/he has read, understood, accepted and agreed with all information and conditions listed in the provided tender dossier.
  4. Sending documents to wrong email address will lead to disqualification of the LCFs.
  5. For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. Guidance on how to use filetransfer will be provided. Files sent via other applications/systems such as Google drive, dropbox…will not be accepted.

 

GIZ is obliged to ensure the confidentiality of all submitted documents by bidders.
