Coordination and rehabilitation system development consultant in Gia Lai
Overview
The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades. As a co-founder of the International Campaign to Ban Landmines, IC-VVAF was awarded the Nobel Peace Prize in 1997. Now the International Center (IC) focuses on disability support, landmine removal, and mental health programs.
IC joins Handicapped International (HI) to implement the Program of Enhancing the quality of life of persons with disabilities in heavily sprayed with Agent Orange provinces of Gia Lai and Quang Ngai (Inclusion 2b). The IC’s Activity started in July 2023, and expected to end in 12/2026.
IC is responsible for implementing the Objective 1 – “Rehabilitation services expanded”, including (i) Ensuring accessibility and quality of multi-disciplinary rehabilitation services, (ii) Improving rehabilitation financing, and (iii) Improving Governance of the rehabilitation service system. These activities will be carried out in the two provinces of Gia Lai and Quang Ngai. To implement this, IC works in partnership with the Department of Health in Gia Lai and Quang Ngai and relevant technical agencies to deliver the services to persons with disabilities. It is expected that 6,000 persons with disabilities are provided with rehabilitation services and devices, and 20 hospitals at both provincial and district levels in Gia Lai and Quang Ngai are assisted with capacity building for doctors and therapists, provided with equipment and devices.
1. DUTY STATION
- Duty Station: Gia Lai province and other provinces if required.
- Duration of Assignment: 14 working days from 15 August, 2025 to 31 December, 2025
2. ROLES AND RESPONSIBILITIES
- The consultant will be responsible for providing administrative support and coordination among the project partners’ organizations in Gia Lai to ensure smooth implementation.
3. SCOPE OF WORK
The consultant will work closely with together with IC’s technical consultants and staff to perform the following tasks:
- Support and participate in project activities as required in Gia Lai
- Monitor and supervise the progress and overall quality of the project in Gia Lai province
- Participate in monitoring project activities in Gia Lai province
- Review/comment for the project documents, including reports, drafts of Rehab services development plan in Phu My and Hoai Nhon health centers, action plan for rehab center of excellence and prepare the assessment report for the implementation of MDT rehab in Gia Lai.

5. SUPERVISION AND PERFORMANCE EVALUATION
The Consultant will work under the direct supervision of the Chief of the Project
6. SPECIFIC REQUIREMENTS:
Qualifications required:
The consultants should:
- Advanced degree in Rehabilitation Sciences, Public Health, Telehealth, or related field
- Minimum 5 years of experience in rehabilitation service delivery, with at least 2 years in tele-rehabilitation or digital health
- Proven track record in service design, training, and capacity building
- Strong knowledge of ethical, legal, and technical aspects of telehealth
- Excellent communication and facilitation skills

- Relevant qualifications and experience
- Technical proposal (if required): Appropriate and adequate to requirements
- Financial proposal: reasonable and relevant to expertise.
