TITLE: Associate Director, GHS, EpiC
REPORTS TO: Deputy Director, Technical

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Associate Director, Global Health Security (GHS), EpiC based in our office in Hanoi.
Main responsibilities:
The Associate Director, GHS, EpiC will provide subject matter expertise across the project in leading the technical areas related to zoonotic disease (ZD) and emerging infectious disease (EID) prevention, detection and response. The Associate Director will take an active role in implementing the project activities to provide technical assistance to the Ministry of Health (MOH), Ministry of Agriculture and Environment (MOAE) agencies and provincial stakeholders to:
- Serve as the primary contact with Ministry of Health MOH, MOAE and provincial agencies to ensure smooth collaboration in implementing GHS activities.
- Plan, direct, coordinate and organize all ZD and EID prevention, detection and response activities, ensuring deliverables are accomplished within the prescribed timeframes and funding.
- Supervise technical team members, providing guidance, performance monitoring, and capacitybuilding support to ensure efficient operations.
- Collaborate with the EpiC Vietnam M&E and SI team to track progress, evaluate outcomes, and ensure data-driven decision-making.
- Ensure timely preparation and review of deliverables, including reports, work plans, budgets, and publications.
- Ensure adherence to donor and organizational requirements regarding reporting, documentation, and data quality standards.
- Coordinate with international and local subcontractors, working with technical staff to ensure that all activities and outputs are technically sound and appropriate.
- Support and actively participate in donor meetings, technical working groups, and external forums alongside EpiC leads.
- Other tasks as assigned.
Experience and abilities for the position:
- A master’s degree in social science, public health, or equivalent with at least 8 – 10 years of relevant work experience; preferably experience in ZD and EID.
- At least 3 years of leadership and management experience.
- Knowledge of global health security issues and key stakeholders in Vietnam.
- Experience and skills in implementation and coordination of health programs, skills of activities monitor, and evaluation is an advantage.
- Demonstrated understanding and ability to work effectively with government counterparts and coordinate various actors such as different MOH, MOAE agencies, other ministries and government agencies, provincial authorities, donors, and NGOs.
- Ability to work efficiently and effectively in an IT environment
- Good oral and written communication skills in English and Vietnamese.
- Ability to travel as necessary.
