FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.

 

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Advisor, EMCE and Responses based in Hanoi/Ho Chi Minh City (HCMC).

 

Main responsibilities: 

 

The Technical Advisor, Evidence-based Public Health Messaging and Community Engagement (EMCE) and Response provides technical leadership for zoonotic disease (ZD) and emerging infectious disease (EID) outbreak preparedness and response activities, with a focus on evidence-based risk communication and community engagement. The position ensures high-quality, multisectoral implementation aligned with donor Global Health Security priorities, national strategies, and project work plans.

 

  • Provide technical oversight and guidance for ZD and EID outbreak preparedness and response, with emphasis on evidence-based public health messaging, risk communication, and community engagement.
  • Lead the day-to-day technical implementation of assigned EMCE and response components, ensuring activities are delivered in line with approved work plans, timelines, and budgets.
  • Apply technical expertise to strengthen community-centered preparedness and response approaches, ensuring alignment with national policies, donor frameworks, and global best practices.
  • Provide technical guidance to strengthen EMCE and response activities at Points of Entry (PoE), including risk communication, community engagement, and coordination with surveillance and response actors.
  • Maintain continuous technical exchange with government counterparts, field teams, and implementing partners, including health, animal health, border, and other relevant sectors.
  • Work across internal subteams (surveillance, laboratory, data systems, workforce development, and coordination) to ensure synergy between detect and response.
  • Provide technical input to the design, adaptation, and use of EMCE strategies, tools, SOPs, and materials for outbreak preparedness and response.
  • Ensure effective project coordination and compliance with donor regulations, government requirements, and organizational policies related to preparedness and response activities.
  • Coordinate and respond to technical assistance requests from EpiC Vietnam leadership, including rapid technical guidance during preparedness or response activations.
  • Contribute to technical reporting, presentations, and briefings for donors, government stakeholders, and internal management related to EMCE, PoE, and response outcomes.
  • Other tasks as assigned.

 

Experience and abilities for the position:

 

  • A master’s degree in social science, public health, or equivalent with minimum 8 years of experience in public health preparedness, outbreak response, risk communication, or community engagement within Global Health Security or infectious disease programs.
  • Demonstrated expertise in ZD and/or EID preparedness and response, including integration of EMCE/RCCE approaches and/or coordination at Points of Entry.
  • Proven experience providing technical assistance to government counterparts and coordinating across sectors in preparedness or emergency contexts.
  • Strong ability to lead and coordinate multidisciplinary teams, ensuring alignment between community engagement, surveillance, PoE, and response activities.
  • Experience ensuring donor compliance, alignment with national response frameworks, and delivery against approved work plans.
  • Demonstrated ability to translate technical and epidemiological information into clear, evidence-based public health messaging for diverse audiences.
  • Ability to work efficiently and effectively in an IT environment
  • Excellent written and verbal communication skills in English and Vietnamese.
  • Ability to travel as necessary.
