REPORTS TO:           FHI 360 Country Representative

LOCATION:                 Hanoi, Vietnam

 

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.

 

Position Description:

 

The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project implementation, including program quality, personnel and financial management. They will maintain close coordination with the U.S Department of States and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. They will be responsible for timely and adequate implementation of project activities, deliverables and execution, monitoring and reporting. The COP will serve as the principal liaison with the U.S. Department of State, the Government of Vietnam and FHI 360 Headquarters. The COP is responsible for ensuring compliance with FHI 360 policies and procedures and United States Government (USG) rules and regulations. The COP will be responsible for ensuring sub-awardee compliance and monitoring quality of program implementation. The position will be based in Hanoi, Vietnam. The position will report to the FHI 360 Country Representative

 

Key Responsibilities:

 

  • Lead the project team, technical and operational aspects of the project, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork
  • Provide overall project leadership, management, and technical direction while ensuring compliance with the USG regulations, and FHI 360 policies and procedures
  • Liaise with the U.S Department of State, National TB Program and local government institutions, international organizations, private sector and the partners within the consortium to achieve project goals and impact at scale
  • Lead preparation of project deliverables, including annual work-plans, quarterly and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with the donor’s deadlines and branding guidelines
  • Provide overall financial oversight of the budget over the life of the project
  • Collaborate with and directly act upon inputs from FHI 360’s HQ compliance team to ensure continuous compliance of all consortium members with agreement/contract rules and regulations
  • Provide leadership and oversight to a team of senior technical and project staff and ensure clear roles and responsibilities and lines of communication are maintained among the team members
  • Keep abreast of developments in the TB field, health systems strengthening; document project methodologies, results, and outcomes, and in collaboration with FHI 360’s HQ experts to develop abstracts and publications.
  • Represent the project at regional, national and international forums, including technical conferences, policy briefings, networking events, etc.

 

Minimum Requirements:

 

  • Bachelor’s degree in Public Health, Health Administration, Management, Social Work or a relevant field of study; masters preferred.
  • Typically requires a minimum of 10 years with project management experience and at least 5 years of professional experience in health system strengthening, HIV/TB sustainability in Vietnam.
  • Prior experience in managing and implementing high-volume USG-funded and other donor-funded projects in complex settings, with specific experience working with Vietnam government counterparts, international donors, and local organizations to strengthen the health sector.
  • Profound knowledge of the Vietnam health systems and related laws in health sector.
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Excellent oral and written communication skills in Vietnamese and English.
