POSITION: INL Program Specialist (Law Enforcement and Criminal Justice Program Specialist)
CLOSING DATE: April 3, 2026
WORK HOURS: Full-time, 40 hours/week. Indefinite subject to successful completion of probationary period.
BASIC SALARY: US $26,353.00/year
ALLOWANCE AND BENEFITS: Tet bonus, annual salary increase, leave benefits, health benefits, local social security program, miscellaneous benefits allowance and other allowances.
BASIC FUNCTIONS OF THE POSITION
The incumbent will serve as project manager for multi-year INL projects focused on law enforcement and criminal justice programs in support of key bilateral efforts to modernize and enhance host nation criminal justice skills and procedures. The incumbent will conduct the full range of project management responsibilities to include designing, initiating, executing, and monitoring. The incumbent will serve as COR/GOR/AOR on project contracts and agreements. The incumbent will develop and manage project budgets.
QUALIFICATION REQUIREMENTS
Education: University bachelor’s degree in international relations, criminal justice or law enforcement, business administration, public policy, law, international development, economics, or foreign policy is required.
Experience: At least four years of work experience in project or program management, business management, procurement and contracting, foreign assistance acquisitions, and/or grant management is required.
Languages:
- Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
- Fluent in Speaking/Reading/Writing Vietnamese is required.
JOB KNOWLEDGE: Must have:
- Good working knowledge of project management processes and practices, contracting, procurement and grant practices, contract and grant administration, as well as project financial regulations, procedures, and practices.
- In-depth knowledge of the host country and government institutions and bureaucratic processes, policies, and regulations.
- Knowledge of research and analysis techniques of complex subjects.
SKILLS AND ABILITIES
- Ability to interpret technical requirements, ability to recommend needed contract and project changes, ability to monitor and evaluate project execution and contractor/grantee performance, ability to review invoices, ability to inspect and accept contract and grant deliverables are required.
- Strong written and oral communication skills with the ability to work well in a bilingual environment in order to communicate effectively and persuasively with U.S., host government, and third-country counterparts.
- Must have ability to develop and maintain contacts at the mid- and working levels with relevant host government institutions, with a proven track record of successful negotiations with or within the host government.
- Excellent interpersonal skills and ability to effectively communicate and build rapport is required.
- Highly developed analytical thinking abilities and writing skills required.
- Must be proficient in Microsoft Office products such as Word, Excel, PowerPoint, Project, and other database management software programs.
- Excellent team management and leadership skills are required.
- Excellent planning and time management skills are required.
- The position requires maturity, excellent judgment; and ability to work with little oversight.
- Excellent organizational and project management skills.
- Ability to establish and maintain a robust digital and paper project/program filing system.
