Samaritan’s Purse is a Christian humanitarian organization providing aid to hurting people around the world. With a sustainable history working in Vietnam, Samaritan’s Purse has developed strong relationships with partners to conduct projects in 6 sectors: health, WASH, education, protection, livelihood and relief.
Samaritan’s Purse in Vietnam’s projects are being implemented in Hanoi, Ho Chi Minh and Vinh Long, the south of Vietnam and across the northern provinces of Lao Cai and Lai Chau where the majority of people are from ethnic minority groups, often the most vulnerable or marginalized sections of the population.

Position Title: IC Construction Engineer in Lao Cai
Position Duration: From 10 April 2026 to December 31th, 2026.

Tóm tắt công việc/Job Summary:
1.Mô tả dịch vụ/Service Description
Tư vấn, thiết kế bản vẽ và các tiêu chuẩn kỹ thuật cho việc xây dựng, sửa chữa nhà tắm, nhà vệ sinh, giếng khoan, hệ thống bể chứa nước và dẫn nước./ Consult, design drawings, and technical standards for bathroom, latrines construction, borehole well, water storage and water pipeline system.
- Tư vấn, đánh giá chất lượng các nhà thầu./ Consult and evaluate the quality of contractors.
- Kiểm tra, giám sát và đánh giá chất lượng công trình trong từng giai đoạn và từng hạng mục công trình./ Inspect, monitor, and evaluate construction quality according to each phase and project item.
- Lập bảng thống kê chi tiết về khối lượng công trình đang được thực hiện, chịu trách nhiệm báo lại với bên B về khối lượng chi tiết đó./ Make detailed statistics on the volume of works being performed, and be responsible for reporting back to the Party B about that detailed volume.
- Giám sát quá trình làm việc của đội ngũ thi công một cách chặt chẽ dựa theo những tiêu chuẩn về quản lý chất lượng đã qua thẩm định. Đưa ra những phương án để xử lý kịp thời mỗi khi có vấn đề nào đó phát sinh trong quá trình thực hiện, mục đích chính của nhiệm vụ này chính là đảm bảo về mặt chất lượng cho công trình, tiến độ hoạt động./ Closely monitor the working process of the construction team based on the approved quality management standards. Propose solutions to promptly handle any problems that arise during the implementation process, the main purpose of this task is to ensure the quality of the construction, the progress of the operation.
- Trực tiếp giám sát việc thực hiện các quy định về quản lý an toàn trong thi công xây dựng công trình tại hiện trường thi công theo kế hoạch của Bên B./ Directly monitor the implementation of regulations on safety management at the construction site according to Party B’s plan.
- Kiểm tra và chấp thuận vật liệu, cấu kiện, sản phẩm xây dựng, thiết bị lắp đặt vào công trình./ Inspect and approve materials, components, construction products, and equipment installed in the construction.
- Trình phương án tổ chức nghiệm thu công trình, kiểm tra kỹ càng chất lượng, phạm vi, tiến độ của các hạng mục xây dựng trước khi gửi các yêu cầu nghiệm thu cho Bên B và các đơn vị thực hiện nhiệm vụ giám sát, tư vấn./Submit plans for acceptance of the works, carefully inspect the quality, scope and progress of the construction items before sending the acceptance requests to Party B and the supervision and consulting agencies.
- Gửi báo cáo các dịch vụ đã hoàn thành sau mỗi chuyến công tác cho Quản lý Chương trình./ Submit periodical service reports to the Program Manager after each trip.
2. Yêu cầu về trình độ chuyên môn và kinh nghiệm/Experience Needed
- Tốt nghiệp cao đẳng/đại học chuyên ngành: Xây dựng dân dụng và công nghiệp, Kỹ thuật môi trường, Cấp thoát nước, Thủy lợi hoặc các ngành liên quan./ Graduated from a college or university with a major in Civil and Industrial Engineering, Environmental Engineering, Water Supply and Drainage, Irrigation Engineering, or other related fields.
- Có kiến thức chuyên sâu và hiểu biết về tiêu chuẩn nhà vệ sinh trường học, công trình WASH./ In-depth knowledge and understanding of school sanitation standards; experience with WASH facilities.
- Tối thiểu 3 năm kinh nghiệm trong thiết kế hoặc giám sát công trình xây dựng./ At least 3 years of experience in construction design or site supervision.
- Có kinh nghiệm và kỹ năng giám sát công trình, kiểm soát chất lượng./ Experience and strong skills in construction supervision and quality control.
- Có đức tính liêm chính, nhiệt tình, trách nhiệm, linh hoạt và có khả năng làm việc nhóm./ Demonstrates integrity, enthusiasm, responsible, flexibility, and strong teamwork skills.
3. Kết quả đầu ra/Deliverables of the work
a. Hoàn thành các nhiệm vụ được mô tả tại mục 2 “Chi tiết dịch vụ”/ Complete tasks as described in section 2 “detail Services”.
b. Đảm bảo các hoạt động của dự án được hoàn thành đúng tiến độ/ Ensure the project is completed on schedule.
c. Cung cấp các bản vẽ/thiết kế các công trình cải tạo/xây sửa tại các địa bàn dự án cho Điều phối viên trưởng. / Provide drawings/designs of renovation/construction works in project areas to the Lead Project Coordinator.
d. Cung cấp bảng số liệu, thông số kỹ thuật về các vật liệu phục vụ cho việc cải tạo/xây sửa nhà tắm, nhà vệ sinh, hệ thống chứa nước tại các trường thuộc dự án. / Provide data tables and technical specifications on materials for renovating/repairing bathrooms, toilets, and water storage systems at project schools.
e. Nộp báo cáo, hình ảnh hoạt động dự án cho Quản lý Chương trình trong vòng 03 ngày làm việc sau mỗi hoạt động được hoàn thành./Submit reports and photos to the Program Manager within 03 working days after the completion of each activity.
