1.Detailed Description of Tasks to be Performed:
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, public health threats, education, nutrition, environment, economic development, civil society, gender, youth, research, technology, communication, and social marketing – creating a unique mix of capabilities to address today’s interrelated development challenges. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security (GHS).
Funded by the U.S. Government, STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence in the operability of a country’s disease surveillance and detection structures. As part of this effort, baseline assessments will be conducted across human health, public health, hospital, and animal health laboratories to map current capacities, identify gaps, and inform system strengthening and coordinated laboratory network development in seven supported provinces (An Giang, Can Tho City, Dong Nai, HCMC, Nghe An, Quang Ninh, and Thai Nguyen).
STRIDES is seeking a Senior Consultant – Provincial Animal Health Surveillance System Assessment Coordinator to provide technical and assistance to work in close collaboration with the STRIDES team, the Ministry of Agriculture and Environment (MAE), Department of Animal Health (DAHP), who will act as a strategic focal point to ensure seamless coordination between MAE, DAHP, provincial sub-DAHP and stakeholders. The primary focus is to assess the status of zoonotic disease prevention and strengthen collaboration between the veterinary and human health sectors.
2. Objectives:
Under this scope of work, the consultants are requested to work together with the STRIDES team to complete the following tasks:
- Strategic Liaison: Facilitate high-level engagement and information flow between MAE/sub – DAHP, provincial agriculture departments, and the human health sector.
- Analytical Synthesis: Develop high-quality provincial and national-level consolidated reports identifying systemic gaps and operational strengths.
- Technical Advisory: Provide expert recommendations to optimize inter-sectoral workflows and data-sharing protocols between the ministry and local authorities.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Location of work: Hanoi, Vietnam.
Travel: While extensive travel is not required for this position, the consultant is probably expected to visit surveillance sites to gather inputs.
Qualifications
- Master degree in Agriculture, Public Management, Economics Development, Laws, Public Health or related areas.
- Strong experience in international coordination, formulation of sectoral strategies/legal documents and/or development projects focusing on public policy, mapping research…
- Good knowledge on surveillances in Animal Health and Public Health or similar work is preferred.
- Strong skills on development/implementation/monitor action plans, and coordination.
- Good interpersonal skills.
- Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
