1. Background and Rationale | Bối cảnh
The Swiss Tourism for Sustainable Development in Vietnam (ST4SD), financed by the Swiss State Secretariat for Economic Affairs (SECO), aims at making Viet Nam’s tourism sector more sustainable and inclusive. As part of the economic development cooperation of Switzerland for Viet Nam, it is implemented by the consortium of Helvetas Vietnam, a Swiss international NGO, and Center for Rural Economy Development (CRED), a Vietnamese NGO. The Ministry of Culture, Sports and Tourism appointed the Viet Nam National Authority of Tourism as the project owner.
ST4SD will organize a study visit to Switzerland from 4 to 14 June 2026. The delegation will comprise of 15-20 participants, including: national and provincial government officials, travel association representatives, academic representatives (lecturers), and project team members. The participants are based in different provinces across Northern, Central and Southern Vietnam.
To facilitate this activity, ST4SD seeks a qualified travel and visa advisory agency to provide comprehensive visa support services for the delegation.
Dự án Du lịch Thụy Sỹ vì sự Phát triển Bền vững tại Việt Nam (ST4SD), do Tổng cục Kinh tế Liên Bang Thụy Sỹ (SECO) tài trợ, nhằm mục đích thúc đẩy sự phát triển bền vững và bao trùm của ngành du lịch Việt Nam. Là một phần trong hợp tác phát triển kinh tế giữa Thụy Sỹ và Việt Nam, dự án do Helvetas Vietnam, một tổ chức phi chính phủ quốc tế của Thụy Sĩ và Trung tâm Phát triển Kinh tế Nông thôn (CRED), một tổ chức phi chính phủ của Việt Nam thực hiện. Cục Du lịch Quốc gia Việt Nam thuộc Bộ Văn hóa, Thể thao và Du lịch là chủ dự án.
Dự án ST4SD sẽ tổ chức chuyến học tập thực tế tại Thụy Sĩ từ ngày 4 đến ngày 14 tháng 6 năm 2026. Đoàn gồm 15-20 thành viên, bao gồm: cán bộ cơ quan nhà nước cấp trung ương và địa phương, đại diện các hiệp hội du lịch, giảng viên và cán bộ dự án. Các thành viên tham gia đến từ nhiều tỉnh thành trên ba miền Bắc, Trung và Nam của Việt Nam.
Để hỗ trợ triển khai hoạt động này, dự án ST4SD tìm một đơn vị tư vấn du lịch và visa có năng lực nhằm cung cấp gói tư vấn visa toàn diện cho đoàn.
2. Objectives | Mục tiêu
To provide a full package of visa advisory and support services to ensure timely and successful visa applications for all members of the delegation.
Cung cấp gói dịch vụ tư vấn và hỗ trợ visa toàn diện cho tất cả thành viên trong đoàn nhằm hoàn tất thủ tục visa đúng thời hạn và đạt kết quả.
3. Scope of Services | Phạm vi dịch vụ
The selected agency will be responsible for, but not limited to, the following:
3.1 Information Provision & Document Check
- Prepare and deliver a comprehensive visa guidance package outlining required documentation, with information tailored to each participant category.
- Assess eligibility and verify completeness and compliance of application documents for each visa applicant.
3.2 Advisory & Coordination Support
- Provide ongoing communication and advisory support to the delegation throughout the application process.
- Assist in handling visa-related issues, including interview preparation, application delays, resubmissions, or cancellations.
3.3 Translation Support (if required)
- Provide translation of supporting documents in accordance with visa requirements.
Đơn vị được lựa chọn sẽ chịu trách nhiệm, bao gồm nhưng không giới hạn ở các công việc sau:
3.1. Cung cấp thông tin & kiểm tra hồ sơ
- Chuẩn bị và cung cấp bộ hướng dẫn xin visa đầy đủ, nêu rõ các loại giấy tờ cần thiết, được thiết kế cụ thể với từng nhóm đối tượng.
- Kiểm tra điều kiện và tính đầy đủ, hợp lệ của hồ sơ của từng thành viên trong đoàn.
3.2. Tư vấn & hỗ trợ điều phối
- Duy trì liên lạc, hướng dẫn thường xuyên cho đoàn trong suốt quá trình nộp hồ sơ xin visa.
- Hỗ trợ xử lý các vấn đề liên quan đến visa, bao gồm chuẩn bị phỏng vấn, giải quyết chậm trễ hồ sơ, nộp lại hồ sơ hoặc hủy hồ sơ.
3.3. Hỗ trợ dịch thuật (nếu cần)
- Dịch thuật các tài liệu theo yêu cầu của hồ sơ xin visa.
4. Selection criteria | Tiêu chí lựa chọn
The service provider should demonstrate:
- Competitive pricing and value for money
- Proven experience handling visa applications for large delegations of similar composition
- Strong track record of successful visa applications to Switzerland
- Familiarity and working experience with the Embassy and Consulate General of Switzerland, and its external service providers in Vietnam
Đơn vị cung cấp dịch vụ cần chứng minh:
- Mức giá cạnh tranh và tương xứng với giá trị dịch vụ
- Bằng chứng chứng minh kinh nghiệm xử lý hồ sơ visa cho các đoàn số lượng lớn với thành phần tương tự
- Hồ sơ năng lực tốt với tỷ lệ thành công cao trong việc xin visa đi Thụy Sĩ
- Am hiểu và có kinh nghiệm làm việc với Đại sứ quán và Tổng Lãnh sự quán Thụy Sĩ, cũng như các đơn vị cung cấp dịch vụ được ủy quyền của Thụy Sĩ tại Việt Nam
5. Proposal submission | Nộp hồ sơ đề xuất
Interested suppliers are requested to submit their proposals detailing the following:
- Company profile with relevant experience
- Certificate of good completion of similar consultancy and experiences.
- Financial proposal
