Reports to: Chief Accountant
I. INTRODUCTION
The Center for Sustainable Rural Development (SRD) is a Vietnamese Science and Technology Organization under VUSTA, committed to strengthening the capacity of vulnerable communities in rural and mountainous areas to adapt to environmental changes and sustainably manage their livelihood systems in an equitable and compassionate society.
II. FINANCE AND ACCOUNTING UNIT
The Finance and Accounting Unit advises and supports the Board of Directors in managing and implementing financial and accounting activities effectively, in compliance with Vietnamese laws, donor regulations, and SRD’s internal policies.
III. JOB SUMMARY
The Accountant supports the Chief Accountant in handling financial and accounting matters to ensure that SRD’s financial system operates in compliance with Vietnamese regulations, organizational policies, and donor requirements.
IV. KEY RESPONSIBILITIES
- Receive and process supporting documents; execute all payment transactions (bank, cash); prepare journal entries for cost allocation (overhead, payroll); provide feedback to program staff on required document adjustments; and follow up on missing documents.
- Track contract payment schedules for vendors/consultants and update framework contract files.
- Monitor bank accounts (inflows and outflows); open bank accounts for new projects; prepare fund confirmation letters for donors.
- Monitor outstanding balances and advances; prepare monthly follow-up plans for receivables and payables (accounts 401000; 416000; 492000; 49000).
- Receive and review financial documents and reports from partners.
- Prepare monthly personal income tax (PIT) summaries for consultants and staff; issue PIT withholding receipts.
- Liaise with VUSTA for approval of new projects and adjustments to budgets and timelines of ongoing projects.
- Translate documents related to project approvals.
- Conduct monthly cash reconciliation and physical cash counts.
- Purchase cheques; collect bank statements; record bank interest and charges for all accounts across three banks.
- Perform currency revaluation; bank and cash reconciliation; process fund transfers between projects and admin at month-end.
- Maintain both hard-copy and soft-copy project files in accordance with checklists.
- Archive audit reports and financial settlement reports with governing authorities.
- Transfer annual accounting records and documents to external storage and maintain internal archives.
- Perform other tasks as assigned by the Chief Accountant
V. QUALIFICATIONS AND EXPERIENCE
- Professional Knowledge
- Accounting for donor-funded projects;
- Knowledge of accounting regulations and updates to relevant policies;

- Ability to interpret and synthesize financial data
- Proficiency in accounting software
- Strong data processing and information handling skills;
VI. REQUIREMENTS
- Bachelor’s degree or higher in Accounting, Finance, Economics, or related fields
- At least 3 years of relevant accounting experience
- Strong analytical and problem-solving skills
- Proficiency in accounting software and working English
- Responsible, cooperative, and proactive attitude
- Previous experience working in NGOs or non-profit organizations is an advantage
