The Vietnamese–German technical cooperation project “Programme Reform of Technical and Vocational Education and Training in Viet Nam III” (TVET III) aims to strengthen the Vietnamese TVET system towards supporting a socially just, green, and digital transformation of the economy (the “Just Twin Transition”). The program is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ in cooperation with the Ministry of Education and Training (MoET).
A co-financing contribution from the European Union to the TVET III Programme is currently under preparation within the framework of the Multi-Donor Action “EU-Viet Nam TVET Programme” (VETVET), with contributions from the EU, Germany, and France. The planned duration of VETVET is up to five years, with the objective of improving the knowledge and job skills of the labour force for decent employment and entrepreneurship in the context of climate change mitigation, and the green and digital transitions in Viet Nam.
The position is embedded in the “Programme Reform of TVET in Viet Nam III” with EU Co-financing under the Multi-Donor Action VETVET.
The program VETVET is looking for a qualified and professional candidate to fill the following position:
Project Officer in Gender Equality and Inclusion
Duty station: Hanoi or Ho Chi Minh City, Viet Nam
Duration: 01. July 2026 – 30. June 2027 with possible extension
Main responsibilities and tasks:
1.Technical Support and Advisory
- Support the integration of gender equality and social inclusion across program activities.
- Assist in developing and applying relevant tools, guidelines, and operational materials.
- Contribute to identifying barriers and opportunities for vulnerable groups in TVET.
- Contribute to preparing terms of reference (TORs) and operational plans
- Provide technical and administrative support to consultants and partners.
2. Coordination and Implementation
- Coordinate and support implementation of inclusion and gender-related activities with partners and stakeholders.
- Support field missions, stakeholder engagement, and partner coordination.
- Maintain collaboration with organizations representing vulnerable groups.
- Ensure activities align with inclusion, gender equality, and accessibility standards.
3. Capacity Development
- Assist in organizing trainings, workshops, and awareness activities on inclusion and gender equality.
- Support preparation and adaptation of training and communication materials.
- Identify capacity development needs and document lessons learned.
4. Monitoring, Reporting, and Communication
- Support data collection, monitoring, and reporting of inclusion and gender indicators.
- Contribute to reports, success stories, and knowledge-sharing products.
- Support communication activities, document success stories and contribute to report inputs.
5. Other Duties
- Participate in coordination meetings and support general project activities as assigned.
- Engage in continuous learning and professional development relevant to the role.
Minimum requirements:
- Master degree in an area that is related to the programme objectives, such as education, gender studies, development studies; a degree-level training related to technical field is desirable
- At least 5 years professional experience in a comparable position
- Experience in the development sector
- Profound knowledge in at least one of the following themes: gender equality, inclusion, vocational training,
- Experience in the field of cooperation with inclusive business sector or in the field of techncial vocational training is an additional asset
- Very good written and oral knowledge of English and Vietnamese.
- Very good working knowledge of ITC technologies (phone, email and internet) and computer applications (e.g. MS Office)
- Service orientation and proactive working style
- Willingness to travel frequently and to upskill as required by the tasks to be performed, corresponding measures are agreed with management
