Aus4Adaptation (the program) is a partnership between the governments of Australia and Vietnam to work together in responding to the challenges of climate change facing the Mekong Delta in Vietnam. It complements other investments that Australia has already made in climate change adaptation.
Purpose of Position
The Operations and Finance Manager works within the program’s Operations Team and is responsible for the day-to-day implementation of the program’s operational and finance management requirements, and ensures that the program complies with contractual obligations, Vietnam legislation, the Company’s policies and procedures and the Client’s rules and regulations, including the program’s Operations Manual.
The role supports the program’s leadership team with operational support and financial analysis and information to support decision making.
This position is ideal for a mid-level professional and is only open to Vietnamese nationals and permanent residents with existing authority to live and work in Vietnam.
Primary Responsibilities
Under the direction of Operations Director, the primary responsibilities of the Operations and Finance Manager can be broadly described as follows:
General
- Manage the day-to-day operations and management of program offices in Hanoi and Can Tho and oversee program operational activities (domestic travel required)
- Implement the program’s operational policies and procedures, as outlined in the Operations Manual. Suggest improvements to the Operations Manual and associated forms as required
- Lead program operational functions including: procurement/grants, due diligence, contracting, contract administration and contract closure in line with the relevant principles of the Commonwealth Procurement Rules, Commonwealth Grant Rules and Principles, and relevant Vietnamese regulations
- Oversee staff travel and their logistics, safety and security, and risk management (including fraud and corruption control strategies)
- Ensure that systems and procedures supporting program implementation are appropriate and in compliance with Palladium, the Client and the Government of Vietnam policies and regulations
- Contribute to the program’s work planning processes and reporting
People
- Supervise the Operations Team and their functions, including on-the-job training, performance management, coaching, mentoring and professional development
- Manage full HR life cycle: recruitment, onboarding, project/task allocation, mentoring and coaching (both formally and informally), growth plan management, creating opportunities and supporting career progression and offboarding
- Keep abreast and ensure compliance with local legislation, in particular, Vietnamese labour laws
- Ensure staff and partners are trained on program operational policies and procedures including regular refresher sessions and assuring compliance in their use
Finance
- Responsible for the program’s Financial Management Systems and financial management tasks, including budget development, financial planning and forecasting, and cash-flow management.
- Monitor expenditure against forecasts, payments and payroll processing, accounting, cashflow forecasting, financial acquittals and bank reconciliation in coordination with Palladium Head Office
- Manage program expenditure and local banking including recording all approvals and required documentation, enter data into the program’s accounting software and undertake monthly reconciliation of the program’s bank account.
- Provide day-to-day management of accounts payable processes and expenditure approvals to ensure expenditure is allocated correctly and in compliance with all relevant procedures and fraud controls, including Client sampling, audit requirements and full financial reporting.
- Oversee financial aspects of grants management including budgeting, disbursements and acquittals
- Oversee preparation of necessary financial reports for Government of Vietnam project partners, as outlined in the relevant ODA project documents
- Ensure financial integrity, accountability and value for money in line with Palladium and DFAT requirements
- Contribute to continuous improvement of financial systems, tools and guidance across the program
Relationships, Communication & Development
- Develop and maintain Client and stakeholder relationships and maintain professional, respectful and effective relationships with colleagues
- Train, mentor and coach more junior colleagues, supporting them to work through ambiguity and ensuring messages from leadership are supported and clearly cascaded
- Self-evaluate quality of work, thrive on continuous improvement, encourage and value feedback from others and develop skills in providing balanced feedback to others
- Encourage a respectful work environment through applying effective conflict resolution techniques and unbiased motivational support
Other
- Other tasks as reasonably requested by the Operations Director
- Travel locally and internationally, as required
- Foster equality, diversity and inclusion, drawing on capabilities from within the country/region wherever possible
- Comply with, and advocate for, DFAT’s policies in all aspects of implementation, including gender, disability, anti-fraud and corruption, PSEAH, child protection and environmental and social safeguards. This includes incorporating policy principles into planning and everyday work, promoting process improvements, and reporting concerns
- Operate with high levels of integrity, consistent with the intent of DFAT’s Ethics, Integrity and Professional Standards Policy Manual.
Reporting Requirements
This role reports into the Operations Director. Reporting requirements may include but are not limited to:
- Attendance at team meetings, other requested meetings and regional meetings (e.g. townhalls).
- Regular (minimum of monthly) one to one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.

Minimum Education and Experience Required
- Tertiary qualifications in a relevant discipline or an equivalent combination of relevant experience and/or education
- Demonstrated relevant work experience, including experience with donor or other development agency work including: program financial management, contract and procurement management, managing stakeholder relationships, risk, fraud and compliance management, and developing and interpreting project plans
- Excellent written and verbal communication skills in English and Vietnamese
- Financial acumen and the ability to interpret and analyse financial reports
- Sound problem solving and decision-making skills
- Strong management skills with ability to mentor, coach, lead, develop and evaluate staff
- Ability to work independently and as a part of a team
- Strong interpersonal skills with an ability to operate diplomatically and with cross-cultural sensitivity with government, private sector, and community stakeholders
Due to the evolving nature of the program, it is possible that the incumbent may be expected to undertake duties that fall outside the remit of their original Terms of Reference as reasonably required to ensure the ongoing success of the program.
