Plan International Vietnam is seeking a qualified consultant, consulting team, research institute, or think tank to conduct a strategic analysis of the evolving funding and capital ecosystem for community-based climate resilience in Vietnam.
The assignment aims to explore how different forms of capital—including ODA, climate finance, philanthropy, ESG-related funding, corporate sustainability initiatives, impact investment, and public financing—are shaping the future landscape for climate resilience and community development. Rather than identifying specific funding opportunities, the study will examine how the broader ecosystem is changing, how different actors make funding decisions, and what these shifts mean for programme sustainability, partnership development, and resource mobilisation.
The selected consultant/team will undertake literature review, stakeholder consultations, systems analysis, and develop a Funding & Capital Ecosystem Mapping Report, visual ecosystem map, capital logic matrix, executive summary, and presentation materials. The assignment is expected to be completed over approximately three months (45–55 person-days) with a maximum budget of VND 250 million.
