MenCare Material Adaptation and Training of Trainers (TOT) for BASIN Project
1. PROJECT INFORMATION
- Project Name: Building Climate-Adaptive Solutions Through Inclusive Market Networks (BASIN)
- Activity: MenCare Material Adaptation and Training of Trainers (TOT)
- Location: An Giang province
- Duration: 2 months for adaptation & TOT delivery
2. BACKGROUND
The BASIN project aims to promote climate-resilient and inclusive agricultural livelihoods, with strong integration of Gender Equality, Disability and Social Inclusion (GEDSI). Women, men, and vulnerable groups often face unequal participation in household decision-making, access to resources, and caregiving responsibilities, which affects both family wellbeing and livelihoods outcomes.
Gender norms and unequal power relations continue to limit men’s engagement in caregiving and shared responsibility, while contributing to stress, family conflict, and gender-based violence.
To integrate MenCare into BASIN, it is necessary to:
- Adapt the MenCare training materials to the women’s economic empowerment, with specific section on livelihood and climate-resilience context;
- Adapt the MenCare training materials to reflect the realities of men and boys, couples and families in in An Giang, Vietnam; and
- Adapt the MenCare training materials in line with other gender equality, disability and social inclusion (GEDSI) training for BASIN project (e.g., the GIFT training)
- Adapt the MenCare to mitigate potential backlash associated with women’s economic empowerment (WEE) interventions and gender-based violence (GBV) risks.
- Build a pool of core trainers capable of cascading the model at community level.
3. OBJECTIVES AND EXPECTED RESULTS
3.1 Overall Objective
To adapt MenCare materials for BASIN context and strengthen capacity of core trainers to deliver MenCare interventions contributing to gender equality, family wellbeing, and climate-resilient livelihoods. MenCare training materials and delivery approaches will contribute to BASIN’s GEDSI outcomes on gender-equitable household relations, women’s economic empowerment, and family wellbeing.
3.2 Specific Objectives
- Adapt MenCare training materials to reflect livelihoods, climate change, and local socio-cultural context.
- Strengthen knowledge and facilitation skills of trainers on gender-transformative approaches, positive masculinities, and caregiving.
- Establish a pool of certified MenCare trainers within BASIN Vietnam
- Develop community rollout plans integrating MenCare with livelihood activities with emphasis on adaptation to WEE economic activities.
3.3 Expected Results
- A contextualized MenCare Training Manual and Implementation Guide tailored for BASIN to increase capacity of trainers and community facilitators to promote equitable household decision-making related to livelihoods, income use, savings, and climate adaptation activities
- At least 80% of participants demonstrate increased knowledge on MenCare, gender equality, and family relations.
- At least 80% of trainees are able to facilitate MenCare sessions independently.
- Community rollout plans developed for each target area.
- A quality assurance and coaching mechanism is established to support effective and consistent delivery of MenCare training during community rollout.
- Integration of MenCare into BASIN interventions on livelihoods, financial decision-making, and climate resilience.
4. SCOPE OF WORK
4.1 Component 1: MenCare Material Adaptation
- Review existing MenCare manual and training resources.
- Review the GEDSI/WEE strategy for BASIN and other relevant documents
- Adapt content to:
- Reflect climate-resilient livelihoods (rice, shrimp, banana value chains)
- Address shared financial decision-making and unpaid domestic care and work burden, shared economic roless
- Incorporate local socio-cultural norms and practices and in particular the gender norms affecting women’s mobility, market access and climate adaptation.
- Align with the GIFT training materials
- Revise case studies, examples, and facilitation tools to be locally relevant. Ensure alignment with Vietnam policies on gender equality and family development (e.g., National Strategy on Gender Equality (2021–2030), Law on Gender Equality, Law on Marriage and Family (20214) or Law on Domestic Violence Prevention and Control (2022)
- Consultation with provincial stakeholders (e.g., Women’s Union, Farmer’s Union, etc.,) to ensure the training materials are aligned with provincial policies and are culturally appropriate for the local context.
4.2 Component 2: Training of Trainers (TOT)
Training Approach: The consultancy will follow a two-stage capacity-strengthening model: (i) a 4-day Training of Trainers (ToT) for selected facilitators and partner representatives; and (ii) post-ToT coaching provided during the initial community rollout sessions to strengthen facilitation skills and ensure quality implementation.
TOT Design & Preparation
- Develop training agenda, materials, and tools (PPTs, handouts, pre/post-tests).
- Integrate participatory, experiential and reflective adult learning methodologies.
TOT Delivery
- Conduct a 04-day TOT training including but not limited to:
- Gender equality, masculinities, and fatherhood
- Caregiving and shared responsibilities
- Couple communication and shared decision-making
- Linkages between gender equality, livelihoods, and climate resilience
- Facilitate practice teaching sessions and coaching the participants.
- Invite and collect feedback on the training materials and training delivery modality from the participants
Post-TOT and quality assurance
- Revise and finalize training materials based on the feedback from the participants .and selected BASIN Vietnam technical support.
- Provide at least two coaching and mentoring sessions during the initial community rollout training sessions.
- Observe facilitator performance and provide structured feedback on facilitation skills, participant engagement, and adherence to the MenCare methodology.
- Support facilitators in addressing sensitive issues related to gender norms, household decision-making, women’s economic empowerment, and potential backlash risks.
- Develop and apply a simple quality assurance checklist for use during community rollout sessions.
- Document lessons learned and recommendations for strengthening future MenCare implementation within BASIN.
5. PARTICIPANTS
- BASIN project staff
- Commune and provincial partners (Women’s Union, Farmers’ Union, Division of Culture and Social Affairs, local authorities)
- Cooperative and producer group representatives of Rice, Shrimp and Banana value chains
- Community facilitators
Estimated number: 30 participants
Selection criteria: Preference will be given to male participants, or female participants who demonstrate strong commitment and experience in:
- Experience in community engagement, facilitation, adult learning, or behavior change interventions.
- Hold positions that enable them to influence community norms, family wellbeing, gender equality, or social inclusion outcomes.
- Have basic knowledge of gender equality, livelihoods, family development, or community mobilization, strong communication and facilitation potential.
- Commitment to cascade MenCare training within their communities
- Can support follow-up mentoring, coaching, and community-level implementation after the ToT.
Note: Cascading activities after TOT, as the intervention will be delivered using a couple-based approach, community rollout sessions should be facilitated by male-female facilitator pairs to model equitable partnerships and support engagement of both women and men. BASIN will seek balanced participation of male and female facilitators, particularly given the planned couple-based community training approach.

7.2 BASIN Project Team

9. CONSULTANT REQUIREMENTS
- Advanced degree in gender, social sciences, or related fields
- At least 10 years of experience in gender and training material development
- Strong expertise in masculinities, fatherhood, and gender-transformative approaches
- Experience in TOT facilitation and participatory methodologies
- Experience working with NGOs and community-based programs
- Consultants may work individually or in teams (lead and assistant).
- Preference for a male lead consultant with experience in engaging men in gender equality training or projects.
10. BUDGET
The budget will be covered under BASIN project funding lines, including:
- Consultancy fees
- Training organization (venue, materials, meals)
- Travel and accommodation
11. SAFEGUARDING
- All activities must be inclusive and comply with World Vision safeguarding policies, including PSEAH, child safeguarding, and protection of vulnerable adults. Any safeguarding concerns must be reported through appropriate World Vision mechanisms.
- All consultants and participants must comply with World Vision safeguarding policies, ensuring that training content promotes positive masculinities, respectful dialogue, and non-violent relationships while mitigating potential backlash related to changing gender roles and women’s economic empowerment.
