Project Officer on Circular Economy in Textiles

Within the Sustainable Economic Development priority area, GIZ supports Viet Nam in fostering greener, inclusive and digital economic growth. We focus on three key areas: Economic policy and Legal advice, Sustainable Finance and Digital/Private Sector Development.

 

On behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), GIZ is implementing the project “Twin Transition Hub: Digitalization and Innovation for Climate and Environmental Protection” in Vietnam. The project supports the Vietnamese Ministry of Finance and the private sector in implementing the Twin Transition. In this project, the private sector will be empowered to utilize digital technologies for achieving both business outcomes as well as climate and environmental protection goals. In a co-financed sub-component, the project focuses on accelerating the transformation of Viet Nam’s textile ecosystem into a global production hub for sustainable and circular textiles in line with international regulations and market standards, such as the EU Ecodesign for Sustainable Production Regulation (ESPR) including the Digital Product Passport (DPP).

 

The project is looking for a qualified and professional candidate to fill the following position:

 

Project Officer
on Circular Economy in Textiles

Duty station: Hanoi, Viet Nam

Duration: 01. October 2026 until 30. October 2028

 

Main tasks and responsibilities:

  • Drive the preparation, execution, and monitoring of technical project activities on circular economy in the textiles sector (incl. garment and footwear) in close cooperation with the project team as well as further project partners and stakeholders, with a particular focus on digital applications as well as on accessing finance;
  • Follow relevant sector developments such as the EU DPP, compile business screenings and landscape briefs, and advise on the according implementation of project activities within the team;
  • Draft highly technical Terms of Reference (ToRs) for external consultants, baseline studies, and technical assistance packages;
  • Manage multiple contracts and contractors from procurement over delivery to final payment, ensuring contracted deliverables are accurate, submitted on schedule, cross-coordinated and contribute to the project targets and indicators;
  • Conceptualize and organize public events, seminars, or internal conferences; liaise with stakeholders and maintain networks as well as partner databases;
  • Execute the monitoring and evaluation (M&E) and data collection related to all the project activities incl. the preparation of a baseline – in close coordination with the private sector stakeholders;
  • Maintain comprehensive records of all project activities, milestone events, and technical outputs to ensure transparent knowledge transfer and reporting compliance;
  • Produce communication materials such as social media posts, as well as develop and manage the communication plan for the project;
  • Conduct other operational tasks for the project or beyond as required, such as S4GIZ Data Management.

 

Minimum requirements:

  • Master’s degree in business, economics, finance, supply chain management or other relevant disciplines;
  • At least 5 years of professional work experience in (or intensively with) the private sector;
  • At least 5 years of work experience on private sector support, business development/administration, market research, innovation/product/sustainability management and/or similar, ideally with a focus on circular economy and/or textiles;
  • Specialist knowledge on circular economy (concepts, practices and policies; e.g. EU ESPR), with a focus on textiles and waste management, innovative business models and digital applications, as well as access to financing;
  • Strong project management skills and solid experience with the initiation, planning, budgeting, execution, and especially monitoring as well as evaluation of project activities;
  • Attention to detail, diligent working style, and highly numerate as demonstrated in experience in managing databases, contracts etc.;
  • Good communication skills, proven ability to work in multicultural and multi-disciplinary teams. Strong critical, analytical thinking and structured working abilities;
  • Pro-active and impact-driven working attitude with willingness to learn on the job;
  • Excellent verbal and written English and Vietnamese language skills;
  • Willingness to travel regularly within in Viet Nam (and occasionally abroad).
