About the Project
ASEAN-ACT Vietnam, in partnership with the Vietnam Association in Support of Persons with Disabilities and Orphans (VAIDE), is seeking to engage a qualified and experienced service provider to create one flagship animated awareness video for digital and social media dissemination. The animated video empowers persons with disabilities to recognise human trafficking risks, make informed and safer decisions, seek help when needed, and understand their rights and available support services. The video will feature relatable characters and locally relevant visual storytelling and will be designed for persons with disabilities, as well as caregivers, service providers, and community members who play a critical role in prevention, protection and support.
About the program
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long-running collaboration with ASEAN and its Member States to end human trafficking in the region. The program is a ten-year investment (2018 to 2028) principally working to strengthen the justice sector response to trafficking in persons, while advancing victims’ rights. The program has established partnerships with government agencies, civil society, and businesses. We engage with all 11 ASEAN Member States in some capacity and have national-level programming in Cambodia, Indonesia, Lao PDR, the Philippines, Thailand, and Vietnam.
ASEAN-ACT supports ASEAN Member States to integrate gender equality, disability and social inclusion (GEDSI) and protect the rights of victims of trafficking. The program has developed GEDSI and victim rights strategies to provide a conceptual framework and practical implementation approach to analyse and respond to GEDSI and victim rights challenges in countering trafficking. As a core program component, specific projects and activities to advance GEDSI and victim rights have been designed and implemented in collaboration with ASEAN-ACT’s partners and stakeholders.
Objective of the work
The objective of the work is to develop and produce creative, accessible and disability-inclusive animated videos that raise awareness of trafficking in persons (TIP), strengthen risk recognition, self-
protection and help-seeking capacities, promote understanding of rights and available support services, and contribute to the prevention of trafficking among people with disabilities in Viet Nam.
The communication products will aim to:
- Increase awareness among people with disabilities of trafficking in persons, including its risks, indicators, methods and forms of exploitation;
- Strengthen the capacity of people with disabilities to recognise trafficking risks and warning signs, take protective action, and seek assistance when needed.
- Promote understanding of the rights of people with disabilities and protection, support, reporting, and referral services available under relevant laws and regulations;
- Provide practical guidance on safe migration, employment, online engagement, and other situations that may increase vulnerability to trafficking.
- Promote positive messages of empowerment, inclusion, safety and resilience to support the prevention of trafficking in persons.
- Encourage families, caregivers, service providers, and community members to recognise trafficking risks and play an active role in prevention, protection and support.

The selected service provider will work under the overall coordination of ASEAN-ACT Viet Nam.
ASEAN-ACT Vietnam will provide technical guidance and coordination; share the communication script framework and relevant materials, facilitate consultations with relevant stakeholders, and provide feedback and quality assurance.
The selected service provider will manage the production process, coordinate all required production inputs and activities, incorporate feedback, and ensure the final products meet the agreed content, accessibility, technical, quality, and branding requirements and are delivered within the agreed timeframe.
Scope of Work
The selected service provider will be responsible for the following:
- Review and use the communication script framework, key messages, and technical reference materials provided by ASEAN-ACT Viet Nam;
- Develop the detailed script framework into a complete production script, including narration, dialogue (where applicable), detailed scene descriptions, storyboard, and proposed visual style;
- Design characters, settings, graphics, infographics, and other visual elements that are culturally appropriate, disability-inclusive and tailored to target audiences;
- Produce the communication video in the form of an animated film and/or 2D motion graphics video;
- Undertake all aspects of audio production, including voice casting, voice recording, audio editing, sound effects, and background music;
- Develop Vietnamese and English subtitles and incorporate appropriate accessibility features for people with disabilities, including subtitles, the use of plain and easy-to-understand language, appropriate display speed, and the integration of sign language interpretation and audio description;
- Revise and refine the video based on feedback from ASEAN-ACT Viet Nam until final approval and acceptance;
- Export and deliver video versions in formats suitable for dissemination across multiple communication channels and digital platforms, including social media, websites and community outreach activities.
Expected Deliverables
- Video duration: 6-8 minutes.
- Number of video: One (1) main video product with deliverable files as follows:
- One MP4 video file with Vietnamese voice over and bilingual English-Vietnamese caption o One MP4 video file without caption o Audio MP3 file for the background music and sound effect only (without voice over) o Audio MP3 files for voice over o Subtitle (SRT) file
- Format and visual style: 2D animated film, with visuals that are engaging, educational, and culturally appropriate.
- Output format: High-quality MP4 file and other editable/source file formats as agreed with ASEAN-ACT. Video files should be optimised for dissemination across digital platforms.
- Language and accessibility:
- Vietnamese narration and audio. o Vietnamese and English subtitles/captions. o Vietnamese Sign Language interpretation.
- Accessibility features integrated throughout the video, including: Plain and easy-tounderstand language; Appropriate pacing and display speed; Readable fonts, colours, and visual contrast; Audio description, where appropriate.
- The accessibility approach should be informed through consultation with organisations representing persons with disabilities, including Deaf and hard-ofhearing communities.
- Video quality at least available for 2K viewing (2560x1440p), high resolution, 16:9 aspect ratio, suitable for dissemination on social media and digital platforms, including Facebook and YouTube.
- Music and copyright: All music and other third-party content used in the video must be appropriately licensed for publication on social media and digital platforms, without geographical or time restrictions.
- Branding and copyright compliance: The final products must include appropriate VAIDE and ASEAN-ACT branding and comply with applicable copyright and intellectual property requirements. All intellectual property rights, including source files, animation assets, scripts, voice recordings, and final video products, shall be transferred to ASEAN-ACT Viet Nam upon final acceptance and payment.
Evaluation Criteria
The service provider may be an individual, production team or creative agency with demonstrated capacity to undertake the assignment. The service provider should possess:
- Relevant qualifications or professional training in film/video production, animation, graphic design, multimedia, communications, visual arts, or a related field.
- At least three (3) years of relevant professional experience in communications, creative concept development, scriptwriting, animation, video production or related fields.
- Demonstrated experience managing end-to-end production of animated videos, including script and storyboard development, character and visual design, animation, voice-over, sound and music, editing, subtitling and final delivery.
- A strong portfolio demonstrating the ability to produce engaging, high-quality, and audiencecentred communication products for awareness-raising, education, social impact, or behaviour change purposes.
- Demonstrated understanding of and capacity to apply accessibility and inclusive communication principles, particularly in developing communication products for people with disabilities.
- Demonstrated commitment to quality, copyright compliance, confidentiality and timely delivery in accordance with the agreed requirements and production schedule.
Desirable Criteria
- Previous experience in producing communication materials or videos on trafficking in persons (TIP), people with disabilities, disability inclusion, human rights, gender equality, social inclusion or other related social issues.
- Experience in developing accessible communication products, including Vietnamese and English subtitles, sign language interpretation and/or other accessibility features.
