Background
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by U.S. Agency for International Development (USAID) for the period of 2019–2027. It is led by FHI 360 along with core partners including Population Services International (PSI), Palladium Group, and Right to Care, with support from local implementing partners (IPs).
Viet Nam has made significant progress in TB control; however, drug-resistant TB (DR-TB) remains an important public health challenge requiring continued strengthening of case detection, treatment initiation, treatment outcomes, quality of care, and use of strategic information. As Viet Nam moves toward more integrated and patient-centered TB services, there is a need to strengthen the use of routine program data to understand the DR-TB situation, identify gaps across the TB care cascade, and inform programmatic and policy decisions. There is also a need for a systematic approach to monitoring and improving the quality of TB treatment services across provinces and facilities.
International quality improvement approaches have demonstrated the value of structured mechanisms for assessing service quality, identifying performance gaps, developing improvement actions, and monitoring progress over time. An approach adapted to the Vietnamese TB context could provide NTP and provincial programs with a practical framework to routinely assess and improve the quality of TB treatment services.
Detailed Description of Tasks to be Performed
The consultant will work in close coordination and provide technical assistance to EpiC staff and relevant national and provincial stakeholders, including the National Targeted Program for TB (NTP), Vietnam Social Security, Provincial Social Security, provincial lung hospitals, in project-supported provinces, and international technical experts in two closely linked areas:
- Assessment and strategic analysis of the DR-TB situation in Viet Nam, including key programmatic and strategic information gaps; and
- Development of a national TB treatment quality improvement framework/program, informed by international experience and adapted to Viet Nam’s TB program and health system context.
The specific tasks for this position include but are not limited to the following:
- Participate in consultations and/or field assessments with NTP and selected provinces to review DR-TB diagnosis, treatment, monitoring, outcome tracking, and use of strategic information.
- Review and analyze the current DR-TB program situation in Viet Nam, including the DR-TB cascade, treatment initiation and outcomes, data sources, reporting mechanisms, and key performance trends.
- Identify strengths, gaps, and operational challenges in DR-TB strategic information, including data quality, completeness, timeliness, linkage across diagnosis and treatment, and use of data for program decision-making.
- Review international experience and evidence on DR-TB program monitoring and TB treatment quality improvement, including relevant quality improvement models, and consult with international technical experts.
- Support to develop a proposed TB treatment quality improvement framework, including priority quality domains, core indicators, definitions, data sources, performance review mechanisms, and a structured quality improvement cycle.
- Consult with NTP, provincial TB programs, and international experts to validate and refine the proposed DR-TB strategic information recommendations and TB quality improvement framework, ensuring alignment with the national TB program and feasibility for implementation.
- Integrate national and provincial findings and stakeholder inputs to develop an actionable roadmap for piloting and scaling up the TB treatment quality improvement program under NTP leadership.
- Provide additional technical support to the project as required.
The consultant will respond to technical request from project and partners via email, phone, or virtual meetings, and conduct ad-hoc site visits to support provinces and/or sites when needed.

The elements of the scope may be refined with the partner during the contracting process.
Location of Work: Hanoi and field work in project provinces
Time: from date of contract signing to December 31, 2026
Travel: Consultants are expected to travel to project sites when needed

Qualifications:
Consultants should meet the following qualifications:
- Medical Doctor (MD) or Master’s degree in public health, health systems, monitoring and evaluation, or another relevant field.
- At least 8 years of relevant experience in TB, HIV, public health, epidemiology, health service quality improvement or monitoring and evaluation.
- Knowledge of working with national TB programs and/or provincial TB programs in Viet Nam.
- Experience in developing or implementing quality improvement approaches in health services including quality improvement methodologies and performance measurement.
- Experience facilitating technical consultations and consensus-building among national and international stakeholders.
- Strong commitment to meeting deadlines and delivering quality outputs.
- Excellent English and Vietnamese writing skills. Vietnamese language proficiency is required for effective engagement with NTP and provincial stakeholders.
