The Global Programme “Partnership Approaches for Development-oriented Vocational Training and Labour Migration” (PAM) aims to implement development-oriented migration and mobility models for vocational training and employment in four partner countries. One of the partner countries is Viet Nam, where a new mobility scheme linking vocational training and migration for skilled workers is being piloted. Programme aims to create strong partnerships between governmental, private sector and civil society actors with added value for Viet Nam as country of origin of skilled workers. This is aimed through close links to strengthen the image of the vocational training sector in Viet Nam by supporting the recognition of the Vietnamese TVET qualification in Germany allowing supported TVET graduates to enter the German labour market or the Vietnamese labour market as skilled workers. To share the gained experience and learn from it on a global level, the establishment of transnational networks is supported, and learning dialogue and exchange formats are organized between the partner countries and Germany.
To support the pilot activities in Viet Nam, PAM is looking for a qualified candidate to fill the following position:
Project Advisor “PAM”
Duty station: Hanoi, Viet Nam
Duration: Starting ASAP until 28. February 2027 with possible extension
Main tasks and responsibilities:
- Coordinate with partner vocational colleges and relevant institutions
- Support the preparation of sustainable German language training tracks (A1–B1) at up to five partner schools
- Lead the procurement and setup of language labs and provision of learning materials
- Support outreach and candidate assessment activities in cooperation with schools
- Contribute to communication and engagement activities for the 2025 Career Truck campaign
Once the project is formally anchored with Vietnamese partners, the Advisor will take on a broader portfolio, including:
- Ongoing coordination with TVET partner institutions during the implementation phase
- Supporting selected participants through their migration journey and related procedures
- Assisting with outreach, communication, and promotional events
- Maintaining active communication with German stakeholders, including companies, associations, and recognition bodies (e.g., IHK FOSA)
Minimum requirements:
- University degree in education, social sciences, international development, or a related field
- At least 3 years of relevant professional experience in development cooperation
- Strong background in process management, particularly related to tender processes
- Experience in stakeholder coordination, communication, and project implementation
- Strong interpersonal skills and ability to work independently in a multi-stakeholder environment
- Excellent communication skills in Vietnamese and English (written and spoken); German is an asset
- Strong organizational skills and proficiency in MS Office and MS Teams
- High motivation, service orientation, and willingness to travel within Viet Nam
