The Program
Aus4Growth (A4G) is a partnership between Australia and Vietnam and aims to close gaps in policy and practice to support enhanced economic growth, trade and investment, clean energy, inclusion, and digital acceleration.
Building on previous programs – Aus4Reform and Aus4Transport – A4G integrates emerging initiatives in energy, trade, economy, inclusion, and digital.A4G will directly support the priorities of the Australia – Vietnam Development Partnership Plan 2025-2030 and the Australia-Vietnam Comprehensive Strategic Partnership (March 2024).
A4G is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Boston Consulting Group (BCG).
About the Opportunity
The Economy Domain Lead will provide strategic leadership and oversight in the design, implementation and management of program activities within the Economy Domain, ensuring alignment with A4G objectives as well as Government of Vietnam (GoV) and DFAT priorities.
Working closely with the A4G Team Leader, Delivery Co-Leads, Domain Teams and GoV, the Economy Domain Lead will play a pivotal role in identifying key areas for intervention, shaping strategic direction, and overseeing the execution of projects and program activities. They will also contribute to early engagement with GoV couterparts andhelp shape activities that support the development and agreement of Subsidiary Agreements. In addition, the Economy Domain Lead will provide ongoing technical advice to refine and develop priority focus areas, ensuring evidence-based, high-impact interventions.
A core responsibility of the role is to foster strong relationships with GoV ministries and agencies, leveraging their expertise networks, and deep understanding of the Vietnamese economic landscape to enhance collaboration and policy engagement.
Key Responsibilities
- Identify and prioritise key areas for intervention within the economy domain that align with Vietnam’s economic priorities, legislation, and A4G’s end-of-program outcomes (EOPOs), working closely with A4G senior leaders, program staff and other Domain leaders
- Support shaping and implementation of domain-specific strategies and activities that contribute to the oversarching A4G program objectives
- Ensure that all activities are designed and implemented with sensitivity to Vietnam’s political economic, and cultural context, ensuring policy coherence and local relevance
- Maintain strong relationships with relevant GoV ministries, agencies, private sector actors, and other key stakeholders
- Collaborate with DFAT, Australian Government partners and agencies, and other development stakeholders to ensure strategic alignment, coordination, and synergy across programs and policies
- Collaborate with A4G senior leaders to lead the design, oversight, and management of Economy Domain projects/program activities, ensuring they are evidence-based, impactful, and aligned with strategic priorities.
- Collaborate with DFAT, relevant GoV ministries and broader A4G leadership to lead the formulation of the Annual Work Plan for the Economy Domain
- Contribute to monitoring, evaluation, research and learning (MERL) activities led by the MERL Team of activity progress, adapting to refine activities and maximise effectiveness to achieve outcomes
- Ensure that all projects reflect inclusive, sustainable, market-responsive approaches that also integrate GEDSI and Digital considerations, contribute to Vietnam’s economic development goals
- Support the delivery of program activities working with selected organisations/individuals
- Support the effective operations of Economy Domain steering committees or the equivalent unit, according to the approved Project Document of the Economy domain, together with the Team Leader and Delivery Co-leads
- Promote a consistent, high-performance cullture of collaboration, technical excellence and rewsponsiveness by short and long term technical experts engage to delivery Economy Domain activities
- Ensure that all Economy Domain activities comply with DFAT and GoV policies, regulations, and reporting requirements
- Monitor budget allocations and expenditure within the domain, ensuring financial accountability and efficient resource use, working closely with the Deputy Team Leader and Operations Manager

You Bring (Experience & Qualifications)
- Advanced degree in a relevant field such as economics, public policy, international development, or a sector-specific discipline
- Proven and extensive experience (10-15+ years) leading and managing economic development projects, or policies and institutional change, preferable in the context of international development in Vietnam or Southeast Asia
- Strong working background and experience in economic policy, national competitiveness, industry/sectoral development, innovation, trade, investment, private sector development, or macroeconomic reform
- Demonstrated success in engaging with senior Government officials, policymakers, private sector actors and other stakeholders at various levels
- Strong strategic thinking and analytical skills, with the ability to translate complex economic and policy concepts into actionable plans
- Proficiency in project management, including planning, implementation, and monitoring, ensuring program effectiveness and impact
- Excellent communiation and interpersonal skills, with the ability to effectively engage and influence diverse audiences, including senior government officials, donors, and program partners
- Cultural sensitivity and deep understanding of the Vietnamese political and socio-economic landscape, ensuring program relevance and alignment with national priorities
- Ability to work collaboratively in a multidisciplinary and multicultural environment, fostering teamwork and cross-sectoral coordination
- Previous experience in high-level policy advisory roles supporting government-led reforms and economic strategy development
- Experience on ODA implementation, management and supervision in Vietnam
- Experience working on DFAT-funded programs or other donor-funded initiatives in Vietnam or Southeast Asia
- Demonstrated ability to lead capacity-building efforts, facilitating knowledge sharing and skills development within government agencies and program partners
- Adaptive management and problem-solving ability to anticipage challenges adjust strategies, and apply innovative solutions in a dynamic environment
