I. Background and objectives

Within the framework of cooperation between The Asia Foundation (TAF) and the Electric Power University (EPU), the two sides are coordinating to implement a project to build a digital laboratory integrating virtual reality (VR) and artificial intelligence (AI) technology to improve the quality of training in the field of renewable energy. We expect that this initiative will make a practical contribution to improving training capacity, and at the same time strengthen the pioneering role of the Electric Power University in developing high-quality technical human resources for the sustainable energy transition in Vietnam.

In this project, one of the key components is the development of detailed 3D models of wind turbines and other 3D models for teaching and engineering simulations in a virtual reality environment. On that basis, the Asia Foundation is looking to select a qualified consulting firm to carry out the bidding package for the development of 3D models used for VR headsets with the work details detailed in the following sections.

 

II. Scope of work

1. Develop 01 3D model of a wind turbine with a minimum capacity of 2 MW, which can be used on independent virtual reality devices such as Meta Quest, Pico, etc.

The model must reach a minimum level of detail of Level 3, with the examples below illustrating the required level of detail. This list is for reference only and does not represent the entire details that need to be modeled. The modeling details should be shown by the vendor in the methodology section of the bid.

Description of model levels

Level 1 – The overall structure and main instrument cluster, e.g.

  • Blades: 3 blades, full scale model replica
  • Main shaft
  • Gearbox : block display
  • Generator
  • Turbine towers: Realistic height
  • Foundation : concrete pillars/foundation anchors

Level 2: Clusters of functional details, e.g.

  • Wing/yaw control system
  • Planetary Gear Layer
  • Cylindrical/inclined gear floor
  • In/Out Shaft
  • Lubrication System
  • Electric motor or hydraulic cylinder
  • Wing Base Bearings
  • Engineering cables and conduits
  • Yaw rotation mechanism + tooth ring

Level 3: Internal structures and detailed components, e.g.

  • Sun Gear
  • Planetary gears
  • Outer Ring
  • Support Bearings
  • Buffer and bearing mechanisms
  • Brush Ring
  • Encoder Angle Measurement
  • Power Shaft
  • Blower
  • Radiators
  • Temperature Sensor
  • Cooling oil pipeline

– Output files in .fbx, .obj, .gltf or equivalent, logically structured, easy to integrate, optimal capacity.

– Provide technical drawings (with exploded diagrams), functional descriptions, and model operation instructions.

2. Developed fourty (40) 3D models of details, detail assemblies and components of renewable energy technology (wind power, solar, storage batteries, etc.)

The model reaches the level of detail as Level 1, with the examples below illustrating the level of detail required. The list of models will be shared with the winning bidder during the implementation of the project.

3. Develop applications to use 3D models on VR glasses such as Pico, Meta quest 3…

 

III. Handover results

  • 01 complete 3D model of wind turbine, reaching at least level 3 according to the stated technical requirements, accepted by the professional team of the Electric Power University .
  • 01 set of accompanying technical documents, including: description of the model structure, detailed decay diagram, user manual and integration on the VR/AI platform.
  • Fourty (40) 3D models built according to documents shared by the Asia Foundation, Electric Power University
  • All intellectual property rights and product usage rights belong to the Asia Foundation and the Electric Power University. The consultant is not allowed to reuse the model or share it with a third party without the formal written approval of either party.

 

IV. Technical requirements of the product

For 3D Models

  • Target frame rate: 90 Hz (preferred), allowing for a drop to 72 Hz in high-load scenes.
  • Draw call: ≤ 120, applying the texture atlas and trim-sheet techniques to optimize the material.
  • Texture: 512–1K resolution; PBR (Metal/Roughness + Normal) format.
  • Lighting: Use a combination of baked lighting and light probe
  • Interaction and animation: rotor rotation, yaw and pitch adjustments, exploded view at the level of detail, x-ray/section cut.

For VR apps

  • Teleport and smooth locomotion movement.
  • Two-hand grab interaction with large components.
  • Exploded view and x-ray/section cut modes.
  • Specification sheet (rated power, rotor diameter, hub height, cut-in/rated/cut-out wind speed).
  • Training scenarios (basic removal/installation), checklist and grading.
  • The VR interface supports multiple languages (English/Vietnamese).

 

V. Requirements for consultancy units

  • Experience in detailed technical 3D modeling, especially in the energy sector.
  • Have a technical team of 3D design experts and mechanical/electrical engineers.
  • Priority is given to units that have implemented wind turbine models or similar industrial models.

VII. Budget and schedule

  • The maximum value of the contract does not exceed 75,000 USD (including taxes and fees).
  • Implementation time: up to 14 weeks from the date of signing the contract.
