Procurement of equipment for VR lab

Form of bidding: Local open bidding

 

1. Background and objectives

Within the framework of cooperation between The Asia Foundation (TAF) and the Electric Power University (EPU), the two sides are coordinating to implement a project to build a digital laboratory integrating virtual reality (VR) and artificial intelligence (AI) technology to improve the quality of training in the field of renewable energy. We expect that this initiative will make a practical contribution to improving training capacity, and at the same time strengthen the pioneering role of the University of Electricity in developing high-quality technical human resources for the sustainable energy transition in Vietnam.

In this project, one of the components is the procurement and installation of PCs and VR headsets to serve teaching activities and technical simulations in a virtual reality environment. On that basis, the Asia Foundation conducts a tender for the procurement of the equipment detailed in the following sections.

 

2. Scope of work

The selected unit should provide the following equipment:

2.1. Desktop

Quantity: 17 full sets, including screen, keyboard, and mouse.

Minimum configuration (This is the reference configuration suitable for VR headset, the contractor can recommend a higher configuration, and the configuration parameter is an important factor for supplier selection).

• PC CPU Intel Core I5 14400F, Ram 16GB, SSD 500GB NV, VGA RTX 3050 8GB or equivalent
• Màn hình: DHI-LM27-B221 (27 Inch)

Operating system: Windows 11 Pro OEM with license.

2.2. Laptop

Quantity: 03 sets full box with minimum configuration

• Dell Inspiron 14 5441 (Snapdragon X Plus, Qualcomm Adreno)

2.3. VR Headsets

Quantity: 15 sets of VR headsets with handles and accessories

Meta Quest 3 (512GB).

• Resolution: ~2064×2208 per eye (Quest 3).
• Scan Frequency: 90Hz–120Hz.
• Snapdragon XR2 Gen 2 chipset.
• Supports color passthrough, helping to combine MR (Mixed Reality).

 

3. Handover results

The equipment must be handed over, installed, and accepted at the address designated by the Electric Power University (expected at the Campus of the Electric Power University).

Depending on actual conditions, the configuration, quantity, and types of equipment may be adjusted, provided that the total cost shall not be exceeded and the specifications shall not fall below the minimum required configuration

The Contractor shall supply only brand-new equipment with the manufacturer’s warranty. In addition, the Contractor shall provide on-site warranty services for the first twelve (12) months following the handover of the equipment. The Contractor shall also provide preventive maintenance services free of charge at least twice during the first year and maintain a dedicated technical support hotline for EPU after the equipment has been delivered and accepted.

 

4. Requirements for consultancy units

• Have the ability to supply equipment and hand over and install within the budget and time.
• Ensure the quality of the equipment
• Reasonable technical and warranty support

 

5. Evaluation criteria

a. Technical evaluation – 30 points

6. Schedule

• Implementation time: up to 4 weeks from the date of signing the contract and the advanced payment being made.

 

7. Bid Submission

Interested bidders are invited to submit their proposals via email to [email protected] no later than 5:00 PM, 22 July 2026.

• Detailed quotation
