Background
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project focused on HIV and global health security with funding from the United States Government. As part of its work in Vietnam, EpiC is seeking a qualified local institution, individual consultant or team to conduct a rapid assessment on Surveillance, Evidence-based Public Health Messaging and Community Engagement (EMCE), and Outbreak Response systems in seven provinces – An Giang, Can Tho City, Dong Nai, HCMC, Nghe An, Quang Ninh, and Thai Nguyen- Vietnam.
Detailed Description of Tasks to be Performed:
The specific tasks for this position include but are not limited to the following:
- Participate in consultation meetings and technical working groups with local stakeholders and FHI 360 staff to understand expectations and inform the assessment approach.
- Conduct a desk review of relevant policies, guidelines, SOPs, and reports that influence provincial surveillance program, preparedness and response to EIDs and ZDs at the central and provincial level (in the seven provinces). These may include but are not limited to:

- IBS/EBS
- Cross-border health
- Rapid response team
- EMCE system
- Work with key provincial stakeholders and FHI 360 staff to finalize the assessment scope and methodology, develop and finalize the assessment tools.
- Conduct data collection in the selected provinces through surveys, in-depth interviews, and/or focus group discussions.
- Analyze data from the seven provinces and prepare an assessment report with recommendations, roadmaps, and action plans.
- Present and disseminate assessment findings and proposed recommendations, roadmaps, and action plans through workshops or meetings convened by FHI 360 in collaboration with key provincial stakeholders.

Location of Work: Online and field work in project provinces
Time: April 5 to June 15, 2026
Travel: The consultant is expected to travel to project sites when needed

Qualifications:
The consultancy may consist of a team of professionals with complementary skills. The team should meet the following qualifications:
- At least Master’s degree in one of the following majors: infectious disease prevention and control; emerging public health event detection, prevention and responses; public health surveillance systems; evidence-based public health messaging or risk communication and community engagment; and/or other related fields.
- Proven experience in developing and conducting surveys or assessments on infectious disease surveillance systems, evidence-based public health messaging and community engagement, or similar fields;
- Practical knowledge of infectious diseases surveillance systems, evidence-based public health messaging and community engagement in Vietnam and/or Southeast Asia would be an advantage.
- Experience working with health care systems and local authorities in the mentioned above provinces and familiarity with the local context.
- Strong data analysis, analytical and report-writing skills.
- Strong commitment to meeting the deadlines.
- Excellent English and Vietnamese writing skills.
Evaluation Criteria: Applications will be evaluated based on the applicants’ experience and qualifications as detailed above.
