2. Detailed Description of Tasks to be Performed:
Antimicrobial resistance (AMR) poses a growing threat to public health, food safety, environmental sustainability, and socio-economic development. In Viet Nam, the Government has issued the National Action Plan on AMR and established national technical guidance for AMR surveillance in the human health sector, structured according to a national–provincial–facility model. This system has enabled standardized collection, analysis, and reporting of AMR data within the healthcare system.
In contrast, AMR surveillance activities in the animal and environmental sectors remain fragmented and are not yet governed by harmonized national technical guidance. Existing activities are implemented through project-based initiatives, sector-specific programs, and ad hoc technical protocols. As a result, inconsistencies persist in sampling strategies, laboratory methods, data standards, and reporting mechanisms across sectors. The absence of standardized and integrated national guidance limits the ability of national authorities to generate comparable, high-quality AMR evidence across sectors and constrains effective implementation of the One Health approach, as articulated in national strategies and international commitments.
To address these gaps, FHI 360 seeks a qualified consultant to support the development of a consolidated National One Health Guidance for AMR Surveillance Integrating Animal and Environmental Sectors. The guidance will serve as a technical reference for national and sub-national implementation and will provide standardized technical and operational procedures applicable at national, provincial, and facility levels.
The consultant will work closely with the Fleming Fund Country Grant (FFCG) team of FHI 360 to identify gaps, define measurable outcomes and indicators, and support the development of coherent monitoring and reporting systems aligned with donor and government requirements.
3. Objectives:
The overall objective of this consultancy is to develop a standardized national technical guidance for integrated AMR surveillance in the animal and environmental sectors under a One Health framework.
The specific tasks for this position include but are not limited to, the following:
- Lead technical review of AMR surveillance standards and draft core technical sections of the National One Health Guidance.
- Develop the integrated governance framework, defining roles and responsibilities across national, provincial, and facility levels.
- Lead technical consultations and ensure technical coherence and final validation of the guidance package.
Note: Additional deliverables and working days may be included in a contract modification to align with the agreed-upon plan.

Travel: The consultant is not expected to travel.
Qualifications
- Advanced degree (PhD or MD) in Public Health, Medicine, Veterinary Medicine, Epidemiology, or a closely related field.
- Strong experience in AMR, One Health, public health surveillance, or related technical areas.
- Demonstrated ability to designing or reviewing national or sub-national surveillance systems, including laboratory-based AMR surveillance, technical guideline development, policy documents, or national strategies for government or donor-funded programs.
- Previous experience working with government agencies or international organizations in Vietnam or similar contexts is desirable.
- Familiarity with national and international guidelines and best practices on AMR prevention and control.
- Strong analytical, technical writing, and stakeholder facilitation skills.
