Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by U.S. Department of State for the period of 2019–2027. It is led by FHI 360 along with core partners including Population Services International (PSI), Palladium Group, and Right to Care, with support from local implementing partners (IPs). Considering the demand for comprehensive responses to infectious disease prevention and global health security, and within the framework of collaboration with VADP, EpiC is recruiting a consultant to provide technical assistance to work in close collaboration with the EpiC team and VADP – Division of communicable disease control in supporting the design, implementation of public health initiatives, focusing on strengthening systems for surveillance, preparedness, and rapid response to outbreaks. Detailed Description of Tasks to be Performed:
The consultant will provide strategic and technical advisory support to strengthen and modernize communicable disease surveillance systems, with a focus on digital transformation of the eCDS system. This includes advising on advanced surveillance approaches, supporting workforce capacity development through digital platforms, and ensuring effective coordination and expert engagement. The consultant will also provide technical oversight and implementation support across national and provincial levels to ensure alignment, efficiency, and impact.
Scope of Work: The specific tasks for this position include but are not limited to the following:
- Provide high-level guidance on strengthening the electronic Communicable Disease Surveillance (eCDS) system, including system architecture, interoperability, and alignment with the two-tier government structure.
- Advise on the integration and application of advanced surveillance approaches, including Event-Based Surveillance (EBS), and community/mobile reporting tools.
- Support the development of a human resource management and e-learning platform to enhance surveillance workforce capacity.
- Facilitate engagement with technical experts and support coordination mechanisms, including technical working groups at the central level.
- Provide technical oversight and implementation support at national and subnational levels, including monitoring progress and addressing bottlenecks.
- Deliver additional technical and coordination support as required by the project.

Qualifications:
- Advanced degree (Master’s or higher) in Public Health, Epidemiology or a related field.
- Minimum 10 years of progressively responsible experience in communicable disease surveillance, public health informatics.
- Demonstrated expertise in the design, strengthening, or implementation of electronic disease surveillance systems (e.g., eCDS).
- Proven experience in advanced surveillance approaches, such as Event-Based Surveillance (EBS)
- Strong understanding of health system structures and governance, preferably with experience in decentralized or transitioning systems.
- Demonstrated ability to engage and coordinate with senior government stakeholders, technical experts, and partners.
- Excellent analytical, communication, and report-writing skills in English; Vietnamese language skills are an asset.
