#037 – Job Title: Two national consultants to pilot assessment of climate resilience and GHG emission indicators for health system in Viet Nam
1. Background:
Climate change represents an increasing threat to public health worldwide, and Viet Nam is particularly vulnerable due to its geography, population dynamics, and resource constraints. In response to global commitments under the WHO Fourteenth General Programme of Work (GPW-14), Viet Nam seeks to assess and report on its health system’s capacity for climate resilience and greenhouse gas (GHG) emissions reduction.
This assessment will apply the framework and indicator set developed by WHO for building Climate Resilient and Low Carbon Health Systems, structured around ten operational components and twenty core indicators (ten for resilience, ten for emissions). The exercise will serve as a baseline for national progress, inform health sector planning, and enable alignment with WHO global reporting mechanisms.
As a result, WHO Viet Nam is recruiting a team of 2 national consultants to pilot assessment of indicators for climate resilient and low carbon health system in Viet Nam.
2. Planned timelines: Part-time
Start Date: 10 November 2025 (subject to confirmation) End Date: 09 May 2026
Number of working days: 60 days (10 non-consecutive days/ consultant/month)
3. Work to be performed
Purpose of the consultancy
To pilot assessment of climate resilience and GHG emission indicators for health system in Viet Nam.
Method(s) to carry out the activity:
The selected consultants will be required to
- Work as a team under close supervision of WHO Representative Office in Viet Nam and guidance from Viet Nam Administration of Disease Prevention (VADP).
- Conduct desk review of WHO global framework and a set of indicators to determine the method, tool and plan for piloting assessment. Also conduct desk review of policies, programs, facility data, and relevant reports.
- Conduct stakeholder mapping exercise to determine data sources and data scope for assessment and engage national, provincial and commune health authorities and facility managers through structured interviews and scoring exercises during field visits to selected provinces and commune-level health centers to gather primary data and validate facilitybased indicators.
- Analyze findings and prepare preliminary scoring for all 20 indicators based on WHO’s sixlevel rating scale.
- Present findings and preliminary scoring to TWG in two meetings for technical review and indicator-level validation.
- Join WHO and VADP in organizing a national consultation workshop (approximately 100 stakeholders) to confirm scores and receive input on prioritization and improvement areas.
- Finalize assessment results, index calculations, and recommendations for advancing indicator levels.
- Submit assessment report and case study to be presented at the upcoming World Health Assembly 2026.

- Results of a baseline assessment of indicators for climate resilient and low carbon health system in Viet Nam (in both Vietnamese and English); and
- Recommendations and lessons learnt from piloting assessment of the set of indicators (in both Vietnamese and English)

- Deliverable 1.3: Reports on baseline assessment of climate resilience and GHG emission indicators for health system in Viet Nam (by 9 May 2026).

- Deliverable 1.1: Draft report on the results of assessment on climate resilience indicators for health system (by 31 March 2026);
- Deliverable 1.2: Summary of lessons learnt, experience and case studies from piloting assessment of climate resilience indicators for health system (by 15 April 2026); and
- Deliverable 1.3: Draft consolidated report on baseline assessment of climate resilience and GHG emission indicators for health system in Viet Nam (by 20 April 2026)
B) For Consultant 2
- Deliverable 1.1: Draft report on the results of assessment on GHG emission indicators for health system (by 31 March 2026); and
- Deliverable 1.2: Summary of lessons learnt, experience and case studies from piloting assessment of GHG emission indicators for health system (by 15 April 2026).
4. Specific requirements
Educational Qualifications required
Master or PhD degree in environmental health, public health, chemical engineering, environmental science, energy engineering or other relevant areas from a recognized university.
Experience required
For Consultant 1:
- At least 7 years of experience working in environmental health, public health, environmental engineering and management, health finance, M&E, surveillance and monitoring health risks or information system and data management in health sector;
- Experience in assessment of health impacts from climate change, climate resilience, health settings, climate change mitigation and adaptation in health sector, climate resilient healthcare facilities (CRESHCFs), V&A assessment; and
- Familiarity with any methodology and tool used in assessment of indicators for climate resilience in health system is an advantage.
For Consultant 2:
- At least 5 years of experience in environmental health, public health, environmental engineering and management, energy engineering or relevant fields;
- Experience in carbon emission inventory in health or relevant sectors, in projects related to carbon footprint, climate change mitigation and adaptation; and
- Familiarity with any methodology and tool used in assessment of carbon emission is an advantage.
Skills/Knowledge
- Knowledge on climate change and health impacts, climate change resilience, carbon emission, calculation of carbon emission, knowledge on healthcare facilities in Viet Nam;
- Skills in development or applying methodology for assessment of a set of indicators, collecting data, validation of data and analysis as well as mathematic calculation and statistics in environment and health sector;
- Project management, planning skills and communication skills including interview and presentation; and
- Teamwork spirit and coordinating skills.
Languages and level required
Excellent in writing and speaking English. Fluency in Vietnamese as a mother tongue.
5. Place of assignment
The Consultants are required to work mainly at their own places in Hanoi and travel to the three selected provinces including hospitals and commune healthcare stations.
6. Medical clearance
The selected Consultants will be expected to provide a medical certificate of fitness for work.

The Consultants are expected to travel to the three selected provinces including hospitals and commune healthcare stations.
8. Budget
