About the position
CARE in Vietnam is seeking a Carbon Finance Specialist to strengthen the technical quality and strategic positioning of its climate resilience and low-carbon development portfolio.
The Carbon Finance Specialist will primarily support the implementation of the Carbon for Good (C4G) project, focusing on capacity building and policy engagement to enable inclusive and effective participation in forestry carbon markets.
This position focuses on advancing carbon finance and market-based approaches to climate mitigation and adaptation solutions, with a particular emphasis on nature-based solutions, forestry and land-use systems. The Specialist will play a key role in policy engagement, partnership facilitation, and knowledge translation, representing CARE in technical dialogues with government and partners, and leading capacity strengthening efforts at sub-national level.
The position is a full-time role based in Hanoi within the Climate Resilience and Humanitarian Program, requiring approximately 30–50% field travel.
Key responsibilities
Policy engagement & government collaboration
- Represents CARE Vietnam in technical discussions and working groups with national and sub-national government agencies related to carbon markets and climate policy.
- Provides technical inputs and evidence to inform policy dialogues, consultations, and strategic platforms on carbon markets in Vietnam, with a focus on high-quality forest carbon and nature-based solutions.
- Builds and maintains strong relationships with relevant ministries, departments, and research institutions.
Knowledge translation & capacity strengthening
- Translates international experiences, standards, and best practices on carbon markets into practical, accessible guidance for provincial partners and stakeholders.
- Designs and delivers capacity strengthening activities (trainings, workshops, technical materials) tailored to local contexts.
- Supports partners in understanding concepts such as carbon accounting, MRV, safeguards, and market requirements.
- Contributes to development of guidelines, toolkits, and learning materials.
- Supports internal learning processes to strengthen CARE’s institutional capacity in carbon finance and related areas.
- Leads documentation of evidence, lessons learned, and case studies.
- Contributes technical inputs to concept notes, donor proposals, and strategic initiatives on carbon finance.
Partnerships & market engagement
- Identifies and assesses opportunities for CARE to engage in carbon markets and climate finance mechanisms, particularly in forestry, agriculture, and value chains. Supports the scoping and design of carbon-related interventions, including feasibility assessment, and partnership models.
- Engages with private sector actors, investors, and technical partners to explore collaboration opportunities.
- Assesses risks and opportunities associated with carbon market participation, including implications for inclusion, equity, and benefit-sharing for vulnerable groups.
- Contributes to position CARE in relevant climate finance and carbon initiatives.
Monitoring, learning & reporting
- Supports the integration of Measurement, Reporting, and Verification (MRV) related concepts and indicators into project design and partner capacity building
- Works with MEAL teams on tracking emission reductions and co-benefits.
- Contributes to reporting and learning processes.
Safeguarding, gender & inclusion
- Ensures carbon and climate work integrate gender equality and social inclusion.
- Promotes inclusive and ethical approaches in carbon markets.
- Upholds CARE’s Safeguarding Policy, Code of Conduct, and Safety & Security requirements.
Qualifications and Experience
Minimum Requirement
- Bachelor’s degree in Climate Change, Forestry, Environmental Science, or related field.
- Minimum 5 years of experience in climate change, carbon markets, climate policy, or climate finance.
- Strong understanding of:
- Carbon markets (voluntary/compliance)
- Nature-based solutions and forest carbon
- Climate policy and regulatory environments
- Experience working with government stakeholders and policy processes.
- Experience in capacity building and translating technical concepts into practical guidance.
- Strong stakeholder engagement and interpersonal skills.
- Proficiency in MS Office (Word, Excel, PowerPoint).
Desirable Requirement
- Master’s degree in relevant field.
- Experience with carbon standards (e.g., Verra/VCS, Gold Standard, Plan Vivo)
- Experience working with development programs and donors
