A. BACKGROUND

Management and Sustainable Development Institute (MSD) is a Vietnamese Non-governmental Organization established on March 05, 2008. From 2021, MSD officially became United Way Vietnam, a member of United Way Worldwide—the largest global network of nonprofit organizations.

To support the MSD team to achieve the best results, we are in need of a Program Officer to support the organization to manage the Children and Youth program and do communication work for the program and MSD in general.

B. ASSIGNEMENT REQUESTS

1. Working Assignment:The CandY Program Officer will be responsible for the effective management, implementation, and communication of projects related to children and youth, including child rights, digital citizenship, inclusive education, and youth-led community engagement (The program portfolio can be seen at MSD profile). The position will also contribute to organizational advocacy, partnership development, and fundraising efforts.

(1) Program Management & Coordination

  • Coordinate the full program cycle of Children and Youth initiatives, including planning, implementation, monitoring, and evaluation.
  • Design and implement projects on child protection, gender-based violence prevention, digital safety and wellbeing, and youth engagement in the SDGs.
  • Ensure all activities comply with MSD’s Child Safeguarding and PSHE Policies, and serve as the focal point for child protection practices within the program.

(2) Communication & Outreach

  • Coordinate media campaigns, awareness events, and school/community outreach related to children and youth topics.
  • Develop communication content in alignment with program goals, including articles, social media posts, and policy briefs.

(3) Advocacy & Strategic Engagement

  • Promote MSD’s role in local, national, and international forums related to children and youth rights.
  • Assist in collaborating with governmental agencies, organizations, schools, and businesses to enhance the enabling environment for children and youth.

(4) Fundraising & Resource Mobilization

  • Identify funding opportunities and support proposal writing.
  • Maintain and grow relationships with donors, sponsors, and key partners.

3. Travel:This assignment requires travel to Hue/Danang and Ho Chi Minh City, and other provinces or other countries when necessary. The travel fee and per diem will be under MSD’s cost norm system.

4. Reporting and job performance appraisal:

  • Reporting:The project officer will self-prepare his/her work plan and direct report to the MSD Program Director on a monthly basis, his/her work plan and the level of completion. In addition to the monthly report, the half-year and final year reports will be required. The report form will also be provided.
  • Job performance appraisal:The job performance appraisal will be conducted annually as the appraisal system of MSD in alignment with this job assignment.

C. QUALIFICATION AND COMPETENCE REQUIREMENTS

1. Education:Bachelor’s Degree in a relevant field such as Social Work, Project Management, Education, Development Studies (Master’s is a plus).

2. Experience:

  • Minimum of 3 years of relevant experience in project coordination/management, preferably in child-focused or youth-led initiatives.
  • Experience in working with diverse stakeholders (government, schools, CSOs, or corporates) is an asset.

3. Skills & Competencies:

  • Strong leadership, coordination, and facilitation skills.
  • Proficient in English (all four skills); excellent writing and reporting capacity.
  • Ability to work independently and in teams, with a solution-oriented and creative mindset.
  • Competency in using Microsoft Office and relevant digital tools.
