Context:
The EU – Viet Nam Sustainable Energy Transition Programme (SETP) of EUR 142 million for the period 2022–2027 is funded by the EU. Through SETP, the EU and the Government of Viet Nam (GoV) are working together to boost the sustainable energy transition in Viet Nam, aiming at achieving Viet Nam’s Net Zero goals by 2050, in line with the Paris Agreement.
SETP consists of a budget support component and four complementary support projects, including the EU – Viet Nam Sustainable Energy Transition Facility (EVSETF). EVSETF focuses on providing demand-driven expertise and capacity development in renewable energy (RE), energy efficiency (EE), and energy information systems through technology and knowledge transfer, policy advisory, regulatory frameworks, power market analysis, and energy planning. EVSETF also supports the disbursement of budget support under the SETP and the Secretariat of the Viet Nam Energy Partnership Group (VEPG).
The EU–Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is responsible for overseeing Communication and Visibility (C&V) activities under the EU–Viet Nam Sustainable Energy Transition Programme (SETP), as well as broader support to Viet Nam’s energy sector. As part of this mandate, the EVSET Facility is launching the Sustainable Energy Transition Youth Communication Competition – WATT UP, a national initiative designed to engage Vietnamese youth aged 18 to 25 in promoting sustainable energy transition.
The WATT UP – “Chuyện điện đóm – Let’s talk energy” competition invites young people across Viet Nam to develop and implement their own digital communication campaigns on topics such as clean energy, energy efficiency, and climate action. By leveraging creativity and social media platforms, the initiative aims to expand outreach, foster peer-to-peer engagement, and empower participants to become “Green Energy Ambassadors” within their communities. Through this approach, the competition contributes to strengthening public awareness and ownership of Viet Nam’s Net Zero 2050 commitment, while highlighting the tangible impact of SETP and the EU–Team Europe partnership.
To support the launch of the youth competition, the EVSET Facility is inviting one expert to serve as a Communication Mentor for selected teams. The Mentor will provide guidance throughout the refinement, finalisation, and implementation of team campaigns. Final review and approval of all externally published content remain with the EVSET Facility and the EU Delegation (EUD), in accordance with established communication and visibility procedures.
Scope of Work
The Communication Mentor will be responsible for the following tasks, grouped by competition phase:
Phase 1 – Kick-off and Briefing Phase
- Prior to the Briefing Event, meet with the EVSET Facility to align on the mentoring approach, session content, logistics, EU visibility requirements, and key “do’s and don’ts” for public communication.
- Participate in the one-day Briefing Event in Ha Noi, delivering a session on effective youth-oriented communication on digital and social media platforms (Facebook, Instagram, YouTube, TikTok), including content formats, audience targeting, and engagement strategies, as well as promotion.
- Meet with each assigned team (online or in person) to review their initial campaign concept notes and provide guidance on communication strategy, audience segmentation, messaging clarity, storytelling, as well as promotional approaches.
- Support each team in refining and finalising their campaign narratives, content, visual concepts, four-week campaign implementation plan.
- Collaborate with each team to revise campaigns and implementation plans, incorporating the EVSET Facility and/or EUD’s feedback where applicable.
- Ensure that all campaign content and visuals comply with EU branding and visibility requirements before submission to the EVSET Facility and/or EUD for approval.
- Coordinate closely with the Technical Mentor assigned to each team to ensure campaign messages are accurate, youth-friendly, and engaging.
Phase 2 – Campaign Implementation Phase
- Be available to respond promptly to ad-hoc communication queries from assigned teams, serving as the primary communication resource throughout the campaign implementation period.
- Advise teams on best practices for organic and paid content amplification on Facebook, Instagram, YouTube, and/or TikTok, in line with the competition guidelines.
- During the campaign period, the mentor is expected to respond to team communication queries within 24 hours or less on working days, subject to prior agreement on availability and workload.
Phase 3 – Award Ceremony and Evaluation
- Provide last-minute advice to teams before the award event, including idea pitching strategy, data visualisation, messaging, and articulation of campaign results and lessons learned.
- Serve as a communication resource expert for the jury board to provide clarifications on campaign strategy or content approach where applicable.
- Submit a final mentoring report to EVSET summarising the communication quality of teams’ work, key challenges encountered, and overall observations, as well as recommendations for future competitions.
Qualification Requirements
Compulsory Requirements
- Master degree or higher in communications, journalism, marketing, media studies, digital media, or a closely related field.
- Minimum of 5 years of professional experience in digital communications, social media marketing, content creation, or public engagement campaigns.
- Minimum of 3 years of demonstrated mentoring or coaching experience in developing communication strategies, digital/online marketing blueprints, and communication content and plans.
- Proven experience in developing and managing campaigns targeting Vietnamese youth audiences, across such as Facebook, Instagram, TikTok, and/or YouTube.
- Demonstrated ability to analyse and use online campaign performance metrics (e.g. reach, engagement, impressions).
- Proven hands-on experience in managing paid digital advertising campaigns, including Facebook Ads, Instagram Ads, TikTok Ads, and/or Google Ads (AdWords).
- Strong ability to communicate ideas clearly and provide guidance on communication strategies and content development.
Desirable Requirements
- Experience in mentoring, coaching, or capacity building, particularly with university students, youth groups, or early-career professionals.
- Strong facilitation skills and the ability to provide constructive, actionable feedback on communication plans and content under time constraints.
- Familiarity with platform-specific content formats (short video, infographics, reels, story-telling formats) for advocacy, awareness-raising, or behaviour change campaigns.
- Ability to adapt communication approaches and mentoring style to diverse team backgrounds and skill levels.
- Experience in communication related to climate change, environment, energy or sustainable development.
- Prior experience working with EU-funded projects or familiarity with EU communication and visibility guidelines is an advantage.
