1. About FHI 360
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims.
FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.
2. Objective
To conduct a comprehensive situational assessment of the programmatic management of drug-resistant tuberculosis (DR-TB) in Vietnam, identify key achievements, challenges and underlying causes across the continuum of DR-TB prevention, diagnosis, treatment, and program management, and provide evidence-based recommendations to strengthen the quality, effectiveness, sustainability, and resilience of the national DR-TB response.
3. Scope of Work & Key Responsibilities:
The Technical Consultant will work closely with the National Tuberculosis Program (NTP) and FHI 360 to lead the overall assessment process from planning and data collection through analysis and finalization of the assessment report. Specific tasks and responsibilities include, but not limited to the following:
- Develop inception report and assessment protocol, including assessment methodology, work plan, assessment framework, data collection tools, interview guides, and field assessment checklists, in consultation with FHI 360 and the NTP.
- Conduct desk review and preliminary analysis of relevant documents and program data, including policies, technical guidelines, SOPs, program and supervision reports, research findings, and DR-TB data from VITIMES, and prepare a preliminary desk review report.
- Lead data collection and field assessments through consultations with NTP and relevant stakeholders and visits to selected provinces and health facilities. The assessment will review the implementation of key PMDT activities, including DR-TB diagnosis, treatment, monitoring, outcome tracking, reporting, and use of strategic information, against NTP policies, guidelines, and SOPs.
- Analyze and triangulate quantitative and qualitative findings from the desk review, stakeholder consultations, and field assessments; identify key implementation gaps and conduct a root-cause analysis of major health-system, management, coordination, technical, and operational challenges.
- Propose recommendations and interventions for 2026–2030, based on their potential impact, feasibility, urgency, and alignment with program priorities, including proposed responsible units and implementation timelines.
- Lead the preparation and finalization of the assessment deliverables, including the Assessment Report in English and Vietnamese, Executive Summary, and PowerPoint presentation. Present preliminary findings to FHI 360, NTP, and relevant stakeholders, incorporate feedback, and finalize the deliverables.
- Coordinate and communicate with NTP, FHI 360, provinces, health facilities, and other relevant stakeholders throughout the assessment, with stakeholder engagement and field activities conducted under the coordination and facilitation of NTP and FHI 360. Respond to technical requests and undertake ad-hoc consultations or site visits as required.
The consultant will respond to technical requests from FHI 360 and partners via email, phone, or virtual meetings, and conduct ad-hoc site visits to support provinces and/or sites when needed.

The elements of the scope may be refined with the partner during the contracting process.
Location of Work: Hanoi and field work in project provinces
Time: from date of contract signing to November 30, 2026
Travel: Consultants are expected to travel to project sites when needed
5. Qualifications: Consultants should meet the following qualifications
- Education: Medical Doctor (MD) with a postgraduate degree (MSc, PhD, Specialist I/II) or master’s degree in public health, health systems, or another relevant field. (15 points)
- Experience:
- Minimum 10 years of professional experience in TB, infectious diseases, public health. (15 points)
- Knowledge of working with national TB programs and/or provincial TB programs in Viet Nam. (20 points)
- Practical experience in planning, implementing, supervising, or managing activities of the NTP. Candidates with experience in Programmatic Management of Drug-Resistant Tuberculosis (PMDT) are highly preferred. (20 points)
- Language Skills: Excellent English and Vietnamese writing skills. Vietnamese language proficiency is required for effective engagement with NTP and provincial stakeholders. (10 points)
- Research & Evaluation: Proven track record in public health program evaluations, policy reviews, health system gap analysis, root cause analysis, and data synthesis. (10 points)
- Computer literate & Communication: Proficient in MS Office (Word, Excel, PowerPoint); strong communication, presentation, and technical meeting facilitation skills. (10 points)
6. Evaluation Criteria: applications will be evaluated based on the applicant’s experience and qualifications as detailed above.
