BACKGROUND AND ORGANIZATIONAL CONTEXT
The Anh Chi Em program (ACE) was established in 2007 in Dien Bien province by Entrepreneurs du Monde (EdM) with the primary objective of empowering marginalized individuals through the provision of microfinance and capacity building interventions such as training, counseling, and networking. As of December 2024, ACE has assisted 3,980 partners, with 3,604 of them being borrowers, predominantly female farmers in Dien Bien province, Vietnam.
While ACE has demonstrated strong performance in social mission delivery, the program has identified the need to further develop its human resources and organizational culture to enable even greater future impact.
Based on initial observations, ACE has identified three core areas requiring intervention:
- Communication effectiveness: To mitigate the risk of misunderstandings, low trust, and misalignment due to ineffective internal communication patterns.
- Cultivating cognitive diversity: To recognize and value as organizational strenghts diversity in personalities, values, and working approaches.
- Management practices: To develop interpersonal and leadership skills among managers to effectively motivate teams, resolve conflicts, and build commitment.
To address these issues comprehensively, ACE seeks an experienced HR development partner. Moreover, ACE also wants to ensure its HR policies and practices promote gender equality and create opportunities for fair professional development for both female and male staff.
OBJECTIVES
The primary objectives of this project are to:
- Deliver non-violent communication training to ACE staff
- Deliver Myers-Briggs Type Indicator (MBTI) Personality Types training (or equivalent) to ACE staff
- To support the management committee in developing its interpersonal and leadership skills, whilst laying solid foundations for effective collective decisionmaking.
- To review HR policies and practices and suggest potential adjustments to promote gender equality, while ensuring compliance with relevant Vietnamese labor regulations.
REQUIREMENTS & DELIVERABLES
1) Regarding training #1 and #2:
- The training should be delivered to all ACE staff, all positions included, who are not familiar with concepts such as non-violent communication and MBTI test (at most 35 staff).
- The training should be delivered in Vietnamese and adapted to Vietnamese context/culture.
- The training should focus on case studies or examples drawn from professional environment to ensure staff can subsequently apply what they have learnt in their work (with colleagues, beneficiaries or partners).
- The training facilitation can be conducted on site and/or online, as long as interaction and effective involvement of the participants are looked for.
- Training materials and handover should be provided to staff to ensure a clear understanding and facilitate the assimilation of the content.
- Assessment of training sessions should be included in the methodology and results communicated to ACE Management Committee.
2) Regarding support to management committee:
- On-site observations of management committee meetings and individual discussions with each member (4 ACE staff + 1 EdM Representative) should be included in the methodology.
- Collective and individual feedbacks, as well as coaching, are looked for (in Vietnamese or English depending on the participation of the EdM Representative).
- Recommendations suggested should be aligned with ACE Code of Ethics and focused on the attitudes adopted by the committee members, not on the content itself.
- Contrary to training #1 and #2, this support can be provided over a longer period of time to facilitate analysis and change management.
- A final report highlighting the activities conducted, the recommendations provided and the outcomes should be delivered.
- Assessment of the support provided to management committee should be included in the methodology and results captured in the final report.
3) Regarding HR policies and practices review:
- Commented versions of HR policies, highlighting potential gaps and omissions, should be presented to ACE Management Committee and EdM Representative.
- Specific references to Vietnamese labor regulations should be provided.
- Adjusted version of HR policies after valudation ACE Management Committee and EdM Representative should be delivered by the end of the project.
4) In general:
- The confidentiality of information provided verbally or in writing must be respected at all levels.
METHODOLOGY
A clear methodology detailing the intervention of all the activities to be conducted should be provided by the organization or individual willing to partner with ACE. ACE is opened to explore different formats.
PROPOSAL SUBMISSION
Please submit a brief proposal outlining:
- Proposed methodology,
- Number of days spent on-site and remote for each activity,
- Profiles of HR dedicated to the project,
- Relevant experiences and references,
- Timeline,
- Estimated budget (breakdown by activities is expected).
