ASSIGNMENT: BASELINE, MID-TERM AND ENDLINE ASSESSMENT FOR “SUSTAINABLE AGRICULTURE FOR FOREST ECOSYSTEMS (SAFE)” – VIET NAM COMPONENT

The project “Sustainable Agriculture for Forest Ecosystems (SAFE)” was commissioned by the EU Commission and BMZ, as well as the Dutch Ministry of Foreign Affairs. The Action will be implemented by GIZ under the BMZ funded “Fund for the Promotion of Innovation in Agriculture” in nine partner countries: Brazil, Ecuador, Indonesia, and Zambia, Viet Nam and the Democratic Republic of Congo (DRC), Peru, Cameroon and Uganda. The specific objective (outcome) of the Action is “Contributions to inclusive transition towards deforestation-free, sustainable, and legal supply chains for selected commodities to the EU have been made.” Accordingly, the project SAFE will support producers and other supply chains actors in meeting the requirements of the EU regulation.

 

On behalf of the “Sustainable Agriculture for Forest Ecosystems (SAFE)” project, the GIZ Office Hanoi is conducting a Negotiated tender with competitive tendering to seek qualified National Consulting Firm(s) (here after called as NC) for the assignment as follows:

  1. Tentative duration: from September 2025 until July 2027
  2. Place of assignment: Gia Lai, Son La and Hanoi.
  3. NC’s number of working days: up to 1096 person-days (Baseline: 468 days, Mid-term: 160 days, Endline: 468 days)
  4. Requirements: The selected NC is expected to have:
  • Physical presence in Vietnam with 5 years of establishment.
  • A proven record in research and analytical work with 05 similar assignments related to the implementation of assessment/evaluation of socio-economic, environmental impact/assessment, and market linkage in the forestry or agriculture sector, including conducting baseline studies in Vietnam.
  • Good expertise with 03 years of experience related to agriculture, value chains, forestry/biodiversity, socio-economic, environmental impact/assessment, and market linkage in Vietnam.
  • 03 years of experience working with local communities, the private sector, multi-stakeholder platforms, international organizations, and development programs.

 

Interested NCs are requested to send the eligibility dossier in Vietnamese and English or English only including

  1. Letter of interest (with Director’s or authorised person’s signature and company stamp)
  2. NC profile (incl. Business license (for firm) or Decision of establishment (for association), Tax code registration, organisational chart, summary of experience in the agriculture, forestry, and sustainable supply chain sectors)
  3. Audited financial reports and/or annual tax report accepted by tax authorities of last 03 years (2022-2024) (could be in Vietnamese, incl. balance sheet, income statement, cashflow statement, tax liquidation) in which the annual turnover for the financial years of 2022, 2023, 2024 are more than 120,000 Euro.

Important/key information in the audited financial reports or in annual tax reports must be translated into English if documents are in Vietnamese

  1. Consortium agreement and nomination of consortium leading firm (if at least 02 entities joint the assignment)

NCs send Eligibility dossiers to [email protected] latest by 17:00 (Hanoi time) on 06.09.2025 with email subject: “Tender 83495585: Eligibility dossier”

GIZ is obliged to ensure the confidentiality of all bidding documents submitted.

  3. Eligibility dossier to be sent to [email protected] before 5 PM on 06.09.2025 Sending documents to wrong email address will lead to disqualification of the bidder.
  4. For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide the guidance on how to use filetransfer to interested bidders. Files sent via other applications/systems such as google drive, dropbox…will not be accepted.
  5. Only selected bidders will be contacted for receipt of tender dossier.
