I. Background
Action on Poverty (AOP) is an Australian non‑government organisation dedicated to enabling people to thrive in a world free from poverty. AOP identifies and supports high‑potential initiatives, transforming them into sustainable and scalable solutions across Africa, Asia, and the Pacific. Operating in Vietnam since 1989 and formally registered in 1996 as the first Australian NGO in the country, AOP delivers programs in health, livelihoods, governance, social accountability, food security, and climate resilience. Through collaboration with government agencies, communities, and technology‑driven enterprises, AOP has supported thousands of vulnerable people across 20 provinces. AOP currently manages three flagship under the Partnering for Green Growth and the Global Goals 2030 (P4G) initiative, including:1) Piloting AI-powered smart farming in Vietnam to demonstrate regional scalability; 2) Expanding the used cooking oil (UCO) collection network to supply biofuel production and promote awareness on sustainable waste practices; and 3) Demonstrating the catalytic impact of rapid on-site test kits for shrimp farmers in Vietnam and other countries.
AOP seeks a qualified Consultant(s) to provide high‑quality program coordination, knowledge products, research, monitoring and evaluation, and reporting aligned with donor and organisational requirements.
II. Objectives
The Consultant(s) are expected to utilise his/her experience and professional expertise to:
- Conduct endline studies for the projects as required.
- Conduct relevant studies on the environmental and social impact of businesses.
- Participate in and contribute to the enabling environment and knowledge products.
- Monitor projects/businesses’ progress against the project design and M&E plan.
- Engage in preparing the project reports (monthly, quarterly, bi-annual, and Close-Out Report) as required by the donors and AOP.
- Ensure partnership compliance with P4G and AOP regulations.
III. Scope of work and anticipated timeline
The consultant(s) will work closely with AOP and relevant business partners to complete the following deliverables within the designated timelines:

IV. Duration of the consultancy
The overall consultancy period is from 1 June 2026 to 31 May 2027, aligned with the project timeframe. Inputs will be provided intermittently according to the tasks and timelines outlined above.
V. Reporting and coordination
The consultant(s) will report directly to AOP’s designated /CRG Manager. All deliverables will be submitted to AOP for review and approval.
VI. Required qualifications and experiences
- At least a Master’s degree in Environment, Agriculture Economics, Development Studies, Food Security or related field, a PhD holder is an advantage.
- Minimum 5 years of relevant professional experience conducting research, including design, quantitative and qualitative data collection, analysis and reporting.
- Minimum 5 years of relevant professional experience in undertaking project/business management, monitoring, evaluations and documentation of lessons.
- Strong understanding of climate funding mechanisms, green innovation ecosystems, and public-private partnerships; familiarity with the technical field of the business is an advantage.
- Demonstrated ability to manage green donor-funded projects, coordinate across stakeholders, and ensure timely delivery of outputs.
- Experience in producing high-quality knowledge products and communicating results to a diverse audience.
- Excellent analytical, written, and oral communication skills in English; Vietnamese language skills are an advantage.
- Familiarity with project management tools and donor reporting platforms (e.g., Airtable, Excel, PowerPoint).
- Prior experience in working with green donors, climate businesses and innovative startups is preferred.
VII. Payment Schedule
Payment will be made based on satisfactory completion and approval of deliverables, according to a payment schedule agreed upon in the consultancy contract.
