I.               Background

The Inter-agency Steering Committee for Law Enforcement and Control of Wildlife Trade (the Steering Committee/Viet Nam Wildlife Enforcement Network – Viet Nam-WEN) was established in 2010 to strengthen coordination among government management and law enforcement agencies in preventing, detecting, investigating, and addressing violations related to wildlife. To further enhance the effectiveness of the network, in 2016 the Ministry of Agriculture and Rural Development issued Decision No. 1062/QD-BNN-TCLN promulgating the Operational Regulations of the Steering Committee, providing a formal framework for coordination, information sharing, and joint implementation of activities among member agencies.

After more than ten years of implementing the Operational Regulations, together with changes in the legal framework, the increasing need to combat illegal wildlife trade, and the ongoing restructuring of government institutions, there is a need to review and assess the implementation of the inter-agency coordination mechanism established under Decision No. 1062/QD-BNN-TCLN in 2016. It is also necessary to assess the organizational structure, coordination mechanisms, mandate, functions, and operational effectiveness of the Steering committee to ensure that the network remains effective and responsive to the current context.

To support WCS and its government partner, the Viet Nam CITES Management Authority (CITES MA) as the focal point of the VN WEN, in undertaking this assessment, WCS Viet Nam seeks a qualified team of consultants to develop the assessment methodology, conduct data collection and analysis, consult relevant stakeholders, prepare an assessment report, and develop recommendations to enhance the effectiveness and sustainability of Viet Nam-WEN in the future.

I.    Bối cảnh: 

Ban chỉ đạo liên ngành thực thi pháp luật về kiểm soát buôn bán động vật, thực vật hoang dã (Ban chỉ đạo/Việt Nam-WEN) được thành lập từ năm 2010 nhằm tăng cường phối hợp giữa các cơ quan quản lý nhà nước và thực thi pháp luật trong phòng ngừa, phát hiện, điều tra và xử lý các hành vi vi phạm liên quan đến động vật, thực vật hoang dã. Để tăng cường hiệu quả hoạt động của mạng lưới, năm 2016 Bộ Nông nghiệp và Phát triển nông thôn đã ban hành Quyết định số 1062/QĐ-BNN-TCLN quy định Quy chế hoạt động của Ban chỉ đạo, làm cơ sở cho việc phối hợp, trao đổi thông tin và triển khai các hoạt động giữa các cơ quan thành viên.

Sau hơn 10 năm triển khai Quy chế hoạt động của Ban chỉ đạo, cùng với những thay đổi trong hệ thống pháp luật, yêu cầu tăng cường đấu tranh chống buôn bán trái pháp luật động vật hoang dã (ĐVHD) và quá trình sắp xếp, kiện toàn tổ chức bộ máy nhà nước, cần thiết phải rà soát, đánh giá việc thực hiện cơ chế phối hợp liên ngành theo Quyết định số 1062/QĐ-BNN-TCLN, đồng thời đánh giá cơ cấu tổ chức, vai trò, chức năng và hiệu quả hoạt động của Ban chỉ đạo nhằm bảo đảm mạng lưới tiếp tục hoạt động hiệu quả, phù hợp với bối cảnh hiện nay.

Nhằm hỗ trợ WCS và cơ quan đối tác thực hiện đánh giá này, WCS Việt Nam cần tuyển một nhóm tư vấn có chuyên môn phù hợp để xây dựng phương pháp nghiên cứu, thực hiện thu thập và phân tích thông tin, tham vấn các bên liên quan, xây dựng báo cáo đánh giá và đề xuất các khuyến nghị nhằm nâng cao hiệu quả hoạt động và tính bền vững của Viet Nam-WEN trong thời gian tới.

II.    Objectives:

To support WCS Viet Nam and its government partner in conducting an assessment and developing evidence-based recommendations to enhance the effectiveness and sustainability of Viet Nam-WEN in Viet Nam.

II.   Mục tiêu:

Hỗ trợ WCS Việt Nam và cơ quan đối tác thực hiện đánh giá và xây dựng các khuyến nghị nhằm tăng cường hiệu quả hoạt động và đảm bảo tính bền vững  của Ban Chỉ đạo liên ngành thực thi pháp luật về kiểm soát buôn bán động vật, thực vật hoang dã (Việt Nam-WEN);

II.              Description of work: selected consultants will execute the following activities with detailed expectation as follows:

III.             Mô tả công việc cụ thể:

Nhóm chuyên gia được lựa chọn sẽ thực hiện các hoạt động cụ thể sau đây:

Tổng số ngày công dự kiến: Được xác định  dựa trên đề xuất của đơn vị cung cấp dịch vụ và chấp thuận bởi WCS. 

IV. Requirements (selection criteria):

1. At least one key expert/team leader holds a postgraduate degree in law, public administration, public policy, forestry, conservation, criminology, or other relevant disciplines.
2. The consulting team has a minimum of 10 years of experience in one or more of the following areas: policy development and evaluation; public administration.
3. Proven capacity to develop research methodologies, design data collection tools, conduct desk reviews, key informant interviews, stakeholder consultations, field assessments, data analysis, and assessment reporting.
4. Have completed at least three studies or assessments related to inter-agency coordination mechanisms, organizational/network effectiveness, or program performance evaluation.
5. Demonstrated ability to mobilize qualified experts to conduct assessments at both central and local levels, and experience coordinating with multiple agencies and stakeholders throughout data collection and consultation processes.
6. Preference will be given to consulting teams with experience or knowledge of Viet Nam-WEN, inter-agency coordination mechanisms for wildlife law enforcement, or similar initiatives in Viet Nam and the region.

IV.             Yêu cầu (Tiêu chí tuyển chọn):

1. Có ít nhất một chuyên gia chủ chốt/trưởng nhóm có trình độ sau đại học trong các lĩnh vực luật, quản lý công, chính sách công, lâm nghiệp, bảo tồn, tội phạm học hoặc các chuyên ngành liên quan.
2. Nhóm tư vấn có tối thiểu 10 năm kinh nghiệm trong một hoặc nhiều lĩnh vực sau: xây dựng và đánh giá chính sách; quản lý nhà nước;
3. Có năng lực xây dựng phương pháp nghiên cứu, thiết kế công cụ thu thập thông tin, thực hiện nghiên cứu tại bàn, phỏng vấn sâu, tham vấn các bên liên quan, khảo sát thực địa, phân tích dữ liệu và xây dựng báo cáo đánh giá.
4. Có tối thiểu 3 nghiên cứu về rà soát/đánh giá  cơ chế phối hợp liên ngành, hiệu quả hoạt động của tổ chức, mạng lưới hoặc chương trình;
5. Có khả năng huy động chuyên gia phù hợp để thực hiện các hoạt động đánh giá ở cấp trung ương và địa phương; có kinh nghiệm phối hợp với nhiều cơ quan, tổ chức liên quan trong quá trình thu thập thông tin và tham vấn.
6. Ưu tiên các nhóm tư vấn có kinh nghiệm hoặc hiểu biết về hoạt động của Việt Nam-WEN, các cơ chế phối hợp liên ngành trong thực thi pháp luật về động vật hoang dã, hoặc các sáng kiến tương tự ở Việt Nam và khu vực.
