Training on Credit Assessment for People’s Credit Funds
I. INTRODUCTION
DGRV – the German Cooperative and Raiffeisen Confederation is the national apex organization and top-level auditing confederation of the cooperative sector in Germany. Since more than 30 years, DGRV is involved in international development cooperation aiming on the sustainable development of the cooperative sector worldwide.
The project of the Raiffeisen Cooperative Union of Germany (DGRV) in Vietnam operates with the goal of contributing to promoting sustainable and effective social structure development and poverty reduction. This is a project funded by BMZ (Federal Ministry for Economic Cooperation and Development of Germany) and implemented in Vietnam in recent years.
To achieve the overall objective, DGRV supports the development and strengthening of cooperatives to operate effectively and stably through impacting five main aspects: Comprehensive market access; Protection of business assets and deposits; Improving product and service quality to meet market needs; Increasing member income; Risk management. DGRV has effectively provided advisory support at many levels from macro to micro.
Targeting participants from People’s Credit Funds (PCF or the Funds), the purpose of this training course is to help the Funds update regulations, knowledge about credit activities as well as share practical experience in credit appraisal, helping PCF supplement knowledge and practices to limit risks in their operations, experience exchange… to transfer knowledge and skills to participants effectively.
II. MAIN CONTENTS OF Training COURSE on CREDIT ASSESSMENT
- Participants
- Participants of this course should encompass credit officers from People’s Credit Funds (PCFs) in provinces within DGRV’s business area.
- Content and requirement
- The course should be ensuring to convey useful and necessary knowledge and practical experience for People’s Credit Funds about all steps in credit procedure comprising customer creditworthiness assessment, collateral, approval, disbursement, follow up and supervision, focusing on individual customer sector.
- After the course, participants are expected to be able to apply the knowledge and experience learnt to their working to prevent operational risks.
- Location:
The course will be organized by DGRV and Provincial Cooperative Alliance in the provinces within DGRV’s business area.
- Date and time:
- There will be 2 to 2,5 days – courses planned to be organized.
- Each training schedule encompasses 2 sessions: morning session from 8:00 to 11:30 and afternoon session from 13:30 to 16:30. Concrete time will be chosen and notified by DGRV.
III. COST AND BUDGET
- DGRV should pay for service provider the training cost, including:
- Honora Fees of preparing training material and implement the course directly.
- Travelling expenses/ accommodation costs/ catering costs relating to the field trip.
- DGRV should provide financial support to local partner other costs relating to organizing the course.
IV. DELIVERABLES
- Training agenda, presentation slides, and case study materials (in Vietnamese). E-learning and other tools are a priority
- Participant evaluation results (pre/post-test) (if any)
- Implement the course directly with training methods for adults, focusing on sharing practical experience on credit assessment, answering questions from participants.
- Final report summarizing training content, participant feedback, and recommendations.
V. REQUIREMENT FOR SERVICE PROVIDER
The criteria of selecting the consultants:
- Prior experience working with or training PCFs, cooperative banks is highly desirable. In addition, this credit procedure must be in accord with and updated to Cooperative Law 2023; Law on credit institution 2024 and other relevant Documents
- Having pedagogical skills; good knowledge of target group of this course is a plus.
- Good communication and presentation skill.
- Good English speaking and writing skill.
- The consultants should prepare the detailed proposals to send to DGRV.
