TERMS OF REFERENCE
Consultant to conduct community and tourism-based waste management training
Period: August 24th, 2026 to September 9th, 2026
Location: Nui Chua – Phuoc Binh National Park’s Marine Protected Area
Reporting to: Marine Project Manager & Country Programme Manager
I. BACKGROUND
Nui Chua – Phuoc Binh National Park (NCPBNP) is an established protected area on the central Vietnamese coast which contains marine (7,352 ha) and terrestrial (22,513 ha) components and is managed under a multi-use zoning system. Nui Chua has 80% of the 2,300 ha of coral reefs in the Ninh Hai Sea, 280 ha of seagrass, and the last stable nesting sites of green sea turtle in mainland Vietnam.
Fauna & Flora will support NCPBNP to strengthen marine conservation through community engagement, monitoring, and capacity building. Recognising that marine litter poses increasing threats to coastal ecosystems and marine biodiversity, the project will pilot a community- and tourism-based waste reduction initiative in Vinh Hai Commune, Khanh Hoa Province. The initiative seeks to strengthen community ownership of waste management practices, improve the cleanliness of coastal environments, and contribute to sustainable tourism and marine conservation.
To support this initiative, Fauna & Flora is seeking a qualified consultant to develop a practical community-based waste management package, including a locally appropriate waste sorting protocol, participatory training materials, and behaviour change communication activities. The consultant will also facilitate two training courses for community representatives to strengthen local capacity for waste reduction, community mobilisation, and long-term stewardship of coastal environments.
II. OBJECTIVES
The consultancy aims to strengthen the capacity of local communities to adopt community-based waste management practices through practical training, communication skills, and community engagement approaches that promote waste reduction, waste sorting, and environmental stewardship in coastal areas.
Specifically, the consultant will:
- Develop practical and locally appropriate training materials on community-based waste management and waste sorting.
- Design a simple waste sorting protocol that can be applied by local communities.
- Develop communication messages and community engagement approaches that encourage environmentally responsible behaviours.
- Build the capacity of village representatives and community groups to facilitate local waste management and awareness-raising activities.
III. METHODOLOGY
The consultant is expected to adopt a participatory, practical and context-specific approach throughout the assignment.
The methodology should include:
- Desk review of relevant documents.
- Consultation with project staff and local stakeholders.
- Development of practical training materials tailored to local needs.
- Participatory facilitation techniques that encourage discussion and knowledge sharing.
- Behaviour change communication approaches to promote environmentally responsible practices.
- Documentation of lessons learned and recommendations.
IV. SCOPE OF WORK
The scope of the consultant’s work will include, but not be limited to, the following:
Task 1: Review Existing Information and Consult Relevant Stakeholders:
- Review the existing national and local documents and regulations on environment protection, project documents and relevant materials on community-based waste management and tourism-related waste reduction initiatives.
- Consult with Fauna & Flora staff, local partners and communities to understand the local context, existing waste management practices, and community needs.
- Incorporate local knowledge and existing initiatives into the consultancy outputs.
Task 2: Develop a simple and practical waste sorting guide suitable for implementation by local communities. The guide should include, at minimum:
- Waste categories.
- Household waste sorting practices at source.
- Temporary collection arrangements include: collection, transportation and disposal of post-sorted waste .
- Recycling opportunities where applicable.
- Roles and responsibilities of community members and local organisations.
The guide should be practical, easy to understand, and appropriate for community application during the pilot initiative.
Task 3: Design a Community-based Waste Management Training Package. The package should include:
- Training agenda.
- Presentation slides.
- Practical exercises and group discussions.
- Case studies and local examples.
- Handouts or reference materials (if applicable).
- Simple pre- and post-training evaluation tools (project template).
Training topics are expected to include:
- Introduction to community-based waste management.
- Impacts of waste on coastal ecosystems, biodiversity, public health and tourism.
- National and local documents and regulations on environmental protection and waste management.
- Practical household waste sorting at source and recycling.
- Collection, transportation and disposal of post-sorted waste.
- Community participation in waste reduction.
- Roles of community groups and environmental clubs.
- Good practices from similar communities.
Task 4. Develop Community Communication and Behaviour Change Materials
Develop communication content that supports behaviour change and encourages active community participation in waste reduction and coastal environmental protection. This includes:
- Community campaign and clean-up event concept notes.
- Communication materials for local use.
The communication materials should encourage community ownership and reinforce positive environmental behaviours.
Task 5: Deliver Community Training
Conduct 02 training courses for local community:
- Training participants will include representatives from the 15 villages in Vinh Hai Commune, including: Vinh Hai Women’s Union representatives, Village leaders and deputy leaders, Representatives of community environmental clubs, and other key community members identified by the project.
- Each training course is expected to involve approximately 30 participants.
Task 6. Prepare a completion report
Following completion, the consultant will document:
- Delivered activities and outputs: Training results (with participant feedback), concept notes, and communication materials.
- Key challenges, opportunities, and lessons learned..
- Recommendations for strengthening future implementation and scaling up community-based waste reduction initiatives.
V. IMPLEMENTATION TIMELINE & EXPECETED DELIVERABLES
The consultant will report directly to the Marine Project Manager and work closely with the Marine Project Assistant throughout the assignment. All technical outputs shall be reviewed and approved by Fauna & Flora prior to finalisation:

VII. BUDGET FOR IMPLEMENTATION
- The consultant fee is based on contracted/actual working days contracted unit price with approved timesheets.
- Costs should be based on actual expenses according to Fauna & Flora cost norms and accepted invoices
VIII. QUALIFICATIONS AND EXPERIENCE
The consultant should possess the following qualifications:
- Bachelor’s degree or higher in Environmental Management, Community Development, Natural Resource Management, Environmental Education, Communication, or related disciplines.
- At least ten years of relevant professional experience in community-based natural resource management, waste management, environmental education, or community development.
- Demonstrated experience in designing and facilitating similar participatory training programmes.
- Experience in behaviour change communication (BCC), community mobilisation or environmental awareness campaigns.
- Experience working with coastal communities or protected areas is highly desirable.
- Strong facilitation, communication and report-writing skills.
- Fluency in Vietnamese is required. English writing skills are an advantage.
IX. ADMINISTRATIVE SUPPORT
Fauna & Flora will provide consultant with the following support:
- Access to Fauna & Flora’s previous reports, papers, and background information related to study sites;
- Administrative support and procedures to work in the field and with local partners;
