Organization Background
The Wildlife Conservation Society (WCS) is a US non-profit, tax-exempt, private organization established in 1895 in New York City. WCS saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. To achieve our mission, WCS, based at the Bronx Zoo, harnesses the power of its Global Conservation Program in more than 55 countries and in all the world’s oceans, and its five wildlife parks in New York City, visited by more than 3.5 million people annually. WCS Viet Nam Program Overview
WCS has been working in Viet Nam since 2006, focusing on strengthening the commitment, capacity and actions of the government of Vietnam to reduce the trafficking of wildlife, supporting partners including the Ministry of Public Security, Supreme People’s Court, Supreme People’s Procuracy, Ministry of Justice, Ministry of Agriculture and Environment, and the National Assembly through developing and implementing highly focused, evidence-based strategies informed by an in-depth understanding of the dynamics of trafficking and the people involved to reduce the profits of crime and strengthen the risk of capture and sanctions. WCS Viet Nam has generated a wide range of reliable data on several related issues on illegal wildlife trade, trained and briefed about 7,000 law enforcement and judicial officers, policy makers, journalists, researchers, students, bank officers, local people and managers nation-wide and distributed several technical handbooks and guides. It has helped central agencies review and propose necessary changes to national legislation, criminal intelligence analysis systems, and inter-agency cooperation. WCS has also facilitated Government-to-Government dialogue through multilateral and bi-lateral collaboration efforts, between Viet Nam and Asian, African and Latin American countries, to detect and respond to illegal wildlife trade networks. Its wildlife health expertise has been leveraged to address unregulated wildlife trade and mitigation of pandemic threats, through collaborative research, training, and policy development. In the past decade, WCS Viet Nam has also expanded to work with other conservation organizations and public laboratories towards finding and protecting Rafetus Swinhoei in the wild.
Job Summary
Under the supervision of the Country Director, the Country Finance and Administration Manager (CFAM) leads and oversees all finance and accounting, human resources management, administration, and operational support functions for WCS Viet Nam. The CFAM ensures sound financial and accounting management, regulatory compliance, effective internal controls, and efficient administrative systems that enable successful program implementation. The position is responsible for ensuring compliance with Vietnamese laws, donor regulations, and WCS global policies and standards, while fostering a high-performing and compliant work environment.
The CFAM serves as a strategic advisor to the Country Director and Executive Team, providing financial analysis, risk management, workforce planning, and operational guidance to support organizational decision-making and sustainable program growth.
This Job Description is progressive in nature and shall be reviewed and amended from time to time to meet WCS Viet Nam program needs.
Key Responsibilities
A. Finance, Accounting, and Compliance
- Leads the implementation and continuous improvement of financial management and accounting systems in compliance with WCS policies, Vietnamese regulations, donor requirements, and WCS global standards.
- Oversees financial operations, including transaction review, payroll administration, financial closings, reconciliations, reporting, and maintenance of complete and accurate financial records.
- Ensures strong internal controls, financial integrity, and compliance with applicable labor, tax, statutory, donor, and organizational requirements.
- Serves as the primary focal point for internal and external audits and oversees the implementation of audit recommendations.
- Advises the Country Director and Executive Team on financial performance, financial and operational risks, and appropriate mitigation measures.
B. Budget, Grants, and Resource Management
- Leads the development of annual budgets, forecasts, and proposal budgets, ensuring full cost recovery and alignment with program priorities.
- Oversees the financial management of grants and contracts throughout their lifecycle, including budgeting, monitoring, reporting, compliance, and close-out.
- In coordination with the Grants and Procurement Manager, maintains accurate records of funding agreements, budgets, donor requirements, and project expenditures.
- Supports resource planning, financial analysis, proposal development, and strategic decision-making across the country program.
C. Human Resources and Administration
- Oversees all human resources functions, including workforce planning, recruitment, onboarding, performance management, employee relations, compensation and benefits, staff development, and employee separation, ensuring compliance with labor laws and WCS policies.
- Ensures efficient and compliant administrative operations, including procurement oversight, inventory management, office facilities, leases, insurance, security, travel, vendor management, IT support, and business continuity arrangements.
- Provides professional guidance to managers and staff on HR, administrative, and operational matters.
D. Risk Management, Leadership, and Organizational Support
- Leads organizational risk management processes related to finance, operations, human resources, compliance, and business continuity, and oversee the implementation of mitigation measures.
- Manages, mentors, and develops finance, accounting, HR, and administrative staff, fostering a high-performing and collaborative team environment.
- Leads staff orientation and periodic training on financial, administrative, HR, and compliance policies and procedures.
- Collaborates with Regional and Global teams to provide financial updates, analysis, and reports as required.
- Represents WCS Viet Nam in meetings, audits, workshops, and other external engagements related to finance, administration, and organizational management.
- Performs other duties as assigned by the direct supervisor, contributing to the overall effectiveness and adaptability of the Viet Nam team.
Required Skills and Experience
Education:
- Master’s degree in Accounting, Finance, Business Administration, Economics, Human Resources Management, or a related field preferred.
Experience and competencies
- Minimum 10 years of progressive experience in finance, accounting, and operations management, preferably with international NGOs, development organizations, or multinational companies.
- Strong knowledge of donor financial management and reporting requirements, including those of the US Government (USG), United Nations (UN), and European donors.
- Demonstrated experience overseeing finance, procurement, human resources, and administrative functions, including compliance with Vietnamese labor laws and HR best practices.
- Proven leadership and people-management experience, including supervising and developing multidisciplinary teams.
- Strong strategic planning, financial analysis, risk management, and decision-making capabilities, with the ability to identify and mitigate financial, operational, and compliance risks.
- Excellent stakeholder management, communication, and relationship-building skills, with the ability to work effectively across diverse teams, cultures, and organizational levels.
- Highly organized and adaptable, with the ability to manage multiple priorities in a dynamic and fast-paced environment.
- High level of integrity, accountability, professionalism, and cultural awareness.
- Strong computer skills, including proficiency in Microsoft Office applications and enterprise accounting systems such as SAP.
- Familiarity with conservation and illegal wildlife trade issues is an advantage.
Language requirements:
- Proficient written and spoken communication skills in English and Vietnamese.
