SNV Vietnam’s Transforming the Rice Value Chain for Climate Resilient and Sustainable Development (TRVC) is a pioneering initiative and flagship project for SNV in the region. TRVC works with the private sector to introduce low-emission and climate resilient rice practices into the Mekong Delta. The project is amongst the first of its kind in Vietnam to mobilize pay-for-results as catalytic to incentivize private sector to scale low-emission and sustainable rice farming with smallholders’ farmers; and the international verification (MRV) system with a view to registration on the voluntary carbon market.
We are seeking an experienced, dynamic and capable Deputy Team Leader to support the implementation of the exciting flagship TRVC that runs until 2027. We are looking for an individual with excellent project management and team leadership experience, and a keen interest in carbon markets, working with private sector, and a commitment to promoting gender and social inclusion.

Program Summary
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. This exciting and innovative project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely
- improving climate resilience,
- optimizing rice value chain linkages, and
- developing carbon markets.
Job Description
The Deputy Team Leader (DTL) supports the Team Leader in the overall management, coordination, and delivery of the TRVC Project, ensuring effective implementation across technical, operational, and cross-functional workstreams. The DTL serves as a central coordination point between project leadership, component leads, consultants, and provincial partners to ensure timely, high-quality, and compliant execution of project activities.
Key Responsibilities
1.Support the Team Leader with day-to-day Project Management and Implementation Activities
- Support the Team Leader in managing daily project operations and implementation activities across all project components.
- Coordinate with government counterparts, provincial authorities, consultants, partners, and relevant stakeholders to deliver project workplans and milestones.
- Plan, assign, and monitor deliverables and activities, ensuring progress, quality, and timely completion within approved budgets.
- Supervise and develop annual work planning, budgeting, reporting, learning reviews, and project closure processes.
- Identify implementation risks, propose mitigation actions, and maintain oversight of the project risk register.
- Act on behalf of the Team Leader when delegated.
2. Project Technical Lead and Quality Assurance
- Lead in designing and implementing mini-Circular Economy pilots (i.e. rice straw, stubble and husk) within the project sites in An Giang and Dong Thap provinces. That include conducting technical studies/reviews of all contemporary best practices/modalities; writing baseline report and proposal for the most feasible and optimal mini-pilots; developing partnership for co-implementing, securing formal agreement and approval within project and local authorities as appropriate; and ensure the effective implementation of mini circular economic pilots and related activities under assigned portfolios.
- Provide direct oversight of Operations, GEDSI and Safeguards component and assigned technical workstreams, including Knowledge Management, and Carbon Registration and Certification Oversee the quality, relevance, and timeliness of technical deliverables, reports, and knowledge products.
- Ensure effective integration of GEDSI, safeguarding, PMEL, and operational requirements across project activities.
- Support adaptive management by tracking progress, identifying bottlenecks, and recommending evidence-based improvements.
- Ensure alignment of project approaches with national priorities and donor expectations.
3. People Management & Team Leadership
- Supervise the Senior Project Coordinator, GEDSI Advisor and support alignment across project teams and consultants.
- Guide, coach, and motivate team members to achieve high performance and collaborative working relationships.
- Promote clear communication, accountability, and teamwork across central and site-level teams.
- Support recruitment, onboarding, and performance management of project personnel as required.
- Advise the Team Leader on staffing, resourcing, and team capacity needs.
4. Contract Management & Project Financial Oversight
- Identify, develop ToRs and collaborate with departments for consultant recruitment and management.
- Ensure sound financial management and compliance with donor and SNV policies and procedures.
- Supports the Team Leader in budgeting and forecasting, and in risk management.
5. Analysis & Reporting
Provides technical and management guidance for project reporting; reviews and validates key messages, progress analysis, risks, corrective actions, and report quality before submission to the Team Leader. These may also include:
- Regularly write internal journal of project activities; key outcomes; lessons learnt and resolutions.
- Prepare monthly project updates and quarterly reports in accordance with SNV’s guidelines and requirements.
- Prepare bi-annual and annual reports as required by Donor; mobilize support from MEL/Com/Admin team as needed
6. Relationship development of and networking
- Develops and strengthens relationships with relevant local and national government agencies including MAE/PPD, PMUs; DCC and other private sector partners for co-implementation of Circular Economy pilots.
- Identify and engage private sector actors to build the market-based value chains in project areas.
- Maintains working relationships, leads technical/operational discussions of the assigned workstreams, and report to the Team Leader on issues requiring senior-level engagement.
- Work closely with project staff including Agriculture Sector Leader, National Team Leader, project consultants and team members as well as project partners and local stakeholders.
Other tasks are as required by the Team Leader including business development support in agriculture and climate sector
Qualifications
Education and Experience:
Essential:
- Advanced degree in agriculture, agribusiness, climate change, business administration, sustainable development studies, natural resource management, or related field.
- Minimum ten years of professional experience in coordinating or leading agriculture development project with hands-on experience and/or proven knowledge on circular economy modality;
- Experience in agriculture value chains, sustainable agriculture, climate-smart agriculture, circular economy, or rural development.
- Good knowledge of the policy frameworks on climate change, greenhouse gas mitigation, NDC and ideally carbon inventory.
- Demonstrated ability to lead and coordinate team members for effective project implementation
- Proven capacity for writing reports and documentation of knowledge, lesson learned in both English and Vietnamese.
- Demonstrated experience working effectively with Government and Private Sector partners.
- Ability to track progress, identify bottlenecks, and recommend practical solutions
- Willingness to travel as required and authorized.
Desirable
- Knowledge of rice agronomic science and climate resilient rice cultivation technologies are an advantage.
- Previous experience on sustainable rice development programs is an advantage, particularly in the Mekong Delta.
- Working knowledge of target national program on sustainable agriculture development, climate change adaptation and mitigation and climate finance is desirable.
- Experience with diversity, equity, and inclusion related to gender and disability for establishing inclusive business modality preferred.
- Proven knowledge/experience in GEDSI (Gender Equality, Disability and Social Inclusion) integration in development projects.
- Experience in project communications, knowledge management, or media engagement to promote project visibility and stakeholder awareness.
- Experience working with DFAT or other international donor compliance frameworks is an advantage.

Directly supervisees: Project Coordinator and indirectly to the Communication and Administration teams who report directly to the Project Coordinator.
