Position Title: Energy Expert
Duration: Up to December 2027 (with potential for extension)

1. Background
The EU – Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is designed to provide complementary support to the EU – Viet Nam Sustainable Energy Transition Programme (SETP) and other EU initiatives in Viet Nam’s energy sector. The Facility focuses on demand-driven expertise and capacity development in renewable energy (RE) and energy efficiency (EE) through technology transfer, policy advisory, regulatory frameworks, power market analysis, and energy planning. It also supports budget disbursement under the SETP and the Secretariat of the Viet Nam Energy Partnership Group (VEPG).
The EVSET Facility is implemented on be-half of the European Union by a Consortium led by Stantec, Belgium, in association with the Centre for Energy Environment Resources Development Foundation (CEERD), Thailand; Denmark Energy Management (DEM), Denmark; and Netherlands Development Organisation (SNV), The Netherlands.
2. Objectives of the Key Energy Expert
The Key Expert – Energy Expert will provide strategic and technical guidance to support the implementation of EVSET Facility activities. The Expert will contribute to policy and regulatory development, facilitate stakeholder dialogue, and ensure alignment with EU energy cooperation priorities in Viet Nam. The position requires a strong understanding of Viet Nam’s energy transition challenges and a proven track record of engaging with high-level stakeholders across government, development partners, and the private sector.
3. Key Responsibilities
- Provide expert input on energy policy, regulatory frameworks, and institutional reforms related to RE, EE, Energy Statistics, and power market development.
- Support the development and review of technical assistance Terms of Reference and their implementation and deliverables.
- Facilitate policy dialogue and multi-stakeholder consultations, particularly with MOIT and other line ministries, development partners, and the private sector.
- Represent the EVSET Facility in relevant technical meetings and events.
- Contribute to the monitoring and reporting of EVSET activities, including inputs for donor updates and knowledge products.
- Provide ad hoc advice and support to other Facility components, including the VEPG Secretariat and technical working groups.
- Coordinate with other Key Experts and Non-Key Experts to ensure effective implementation and synergy across activities.

4. Qualification and Expertise
Qualifications and skills
- A master’s degree in economics, energy policy, energy economics, public administration, engineering or ,equivalent;
- Ability to work in multi-disciplinary teams;
- Excellent communication skills in English and Vietnamese
General professional experience
- At least 12 years of relevant professional experience in the field of the assignment;
- A thorough knowledge of energy sector, energy governance and policies and regulatory issues, and understanding of the energy challenges in developing countries;
- Extensive experience of working in or with a complex structure of government ministries and dealing at a senior level with governmental, private sector and other institutions;
- Knowledge of and working experience in Asia would be an advantage.
Specific professional experience
- At least seven years of experience related to energy policy, institutional and regulatory framework (for example power market reform, renewable energy and energy efficiency regulation and support mechanisms, energy information system, etc.) in developing countries;
- Experience in networking, facilitation of policy dialogue and partnership;
- Proven ability to develop solid partnership with high level officials;
- Experience in technical assistance team management is an asset;
- Knowledge of EU energy policy and experience with EU funded projects is an advantage;
- Knowledge of and working experience in Viet Nam is a strong asset.
