Major Purpose
The Finance Officer is responsible for the day-to-day financial management, accounting, reporting, budgeting, cash management, compliance, and financial control functions of the VNCRM Hanoi Field Office. The position provides accurate and timely financial information to the Country Manager and FCM Head Office and supports project staff and partners in applying FCM and donor financial requirements.
Key Responsibilities

- Maintain the Field Office accounting records and ensure that transactions are complete, accurate, correctly coded, and supported by appropriate documentation.
- Record financial transactions in the designated accounting system and maintain organized, traceable, and confidential financial files.
- Process accounts payable and payment requests, verify supporting documentation, and route transactions for approval in accordance with delegated authorities.
- Complete monthly and fiscal year-end closing activities, including review of ledgers, outstanding advances, accruals, and balance sheet accounts.
- Apply FCM policies, donor requirements, generally accepted accounting principles, and applicable Vietnamese accounting, tax, and statutory requirements.
2. Financial Reporting and Reconciliation
- Prepare timely monthly financial reports for FCM Head Office, including general ledger summaries, bank reconciliations, petty cash counts, balance sheet information, and other required schedules.
- Reconcile bank accounts, petty cash, advances, payables, and other balance sheet accounts and follow up promptly on outstanding items.
- Convert eligible local-currency expenditures to Canadian dollars using the approved exchange-rate methodology and prepare information required for monthly reporting.
- Review project and partner financial reports and supporting documentation for accuracy, eligibility, completeness, and compliance before submission.
- Support responses to financial-reporting questions and correct identified errors in a timely manner.
3. Budgeting, Forecasting, and Cash Management
- Contribute to annual work-plan budgeting and periodic budget revisions in collaboration with the Country Manager, technical staff, and FCM Head Office.
- Monitor actual expenditures, commitments, advances, and forecasts against approved budgets and identify significant variances or emerging financial risks.
- Prepare periodic cash-flow forecasts and advance requests to ensure sufficient funds for office operations and approved project activities.
- Manage cash flow for project bank accounts and petty cash, including funds transferred from Canada, while maintaining appropriate safeguards and segregation of duties.

- Coordinate timely remittance of payroll taxes and statutory contributions and maintain supporting records.
- Monitor changes in relevant Vietnamese tax, social insurance, and financial regulations and bring compliance implications to the attention of the Country Manager and FCM Head Office.
- Support required annual tax reconciliations and financial filings, where applicable.
5. Partner and Staff Financial Support
- Provide guidance to staff, consultants, and partners on advances, business travel, expense claims, budget codes, supporting documentation, and financial reporting requirements.
- Review and track staff, consultant, vendor, and partner advances and ensure timely liquidation and follow-up.
- Support partner financial monitoring, including review of original supporting documents and follow-up on questioned or ineligible costs.
- Provide practical financial capacity-building support to partners when requested.
6. Internal Controls, Audit, and Compliance
- Maintain effective internal controls and identify issues relating to documentation, authorization, segregation of duties, cash handling, or financial compliance.
- Serve as the Field Office finance focal point for internal and external audits and provide requested financial records and explanations.
- Support spot checks and financial monitoring of partners and follow up on audit or review recommendations.
