SNV Vietnam’s Transforming the Rice Value Chain for Climate Resilient and Sustainable Development (TRVC) is a pioneering initiative and flagship project for SNV in the region. TRVC works with the private sector to introduce low-emission and climate resilient rice practices into the Mekong Delta. The project is amongst the first of its kind in Vietnam to mobilize pay-for-results as catalytic to incentivize private sector to scale low-emission and sustainable rice farming with smallholders’ farmers; and the international verification (MRV) system with a view to registration on the voluntary carbon market.
We are seeking an experienced, dynamic and capable GEDSI Advisor to support the implementation of the exciting flagship TRVC that runs until 2027. We are looking for an individual with excellent project management, demonstrated experience in working with the private sector and integrating GEDSI into value chain development, and a keen interest in carbon markets, working with stakeholder engagement.

Program Summary
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, and Dong Thap provinces. This exciting and innovative project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely:
- improving climate resilience,
- optimizing rice value chain linkages, and
- developing carbon markets.
Job Purpose
The GEDSI Advisor will provide strategic leadership and technical guidance to ensure the effective integration of Gender Equality, Disability, and Social Inclusion (GEDSI) across all components of the TRVC project. The role aims to drive systemic and sustainable change by embedding GEDSI principles into project design, implementation, monitoring, and partnerships, particularly within private sector engagement and value chain development.
The Advisor will support the project to enhance inclusive participation and equitable benefits for women, people with disabilities, and other vulnerable groups, while strengthening the capacity of project teams and partners to apply GEDSI in a practical and results-oriented manner. Through evidence-based approaches and cross-sector collaboration, the position will contribute to achieving transformative and inclusive development outcomes aligned with project and donor priorities.
Job Description
Gender Equality, Disability, and Social Inclusion (GEDSI) is a core pillar for ensuring the effectiveness, inclusiveness, and sustainability of the TRVC project. GEDSI Advisor plays a critical role in guiding the systematic integration of GEDSI across all stages of the project, from design to implementation and learning. This includes guiding GEDSI mainstreaming in program design and implementation, supporting enterprises and partners in adopting inclusive practices, strengthening the capacity of project stakeholders, and ensuring the effective integration of GEDSI within monitoring, evaluation, and learning systems. The Advisor will also facilitate collaboration with key stakeholders, contribute to knowledge and learning management, and promote the use of evidence-based approaches to achieve inclusive and tangible outcomes.
Under the leadership of the Team Leader and in collaboration with Project Coordinator and Project team, GEDSI Advisor will be responsible for the following activities:
1. Provide strategic leadership for GEDSI integration
- Provide strategic and technical leadership to guide the integration of GEDSI across company engagement, ensuring alignment with project objectives and SNV best practices.
- Oversee and provide quality assurance for technical support activities, including coordinating GEDSI consultants and liaising with relevant stakeholders, to support Companies in developing and implementing seasonal and project-cycle GEDSI Action Plans.
- Monitor the application and implementation of GEDSI criteria, technical guidelines, and related frameworks across Companies, ensuring consistency and quality of implementation.
- Assess the relevance and effectiveness of GEDSI tools and criteria; recommend strategic adjustments to enhance impact and scalability. practical needs and project objectives.
2. Lead GEDSI capacity building and knowledge development
- Design and lead a comprehensive capacity-building strategy on GEDSI for project staff, companies, and key stakeholders.
- Provide strategic oversight and technical inputs into the development and refinement of training materials, toolkits, and technical guidance notes.
- Oversee post-training application and recommend follow-up capacity strengthening interventions where needed.
3. Coordinate the implementation of provincial GEDSI Coordination Program
- Take leading role in providing technical support and coordination for the development and implementation of annual workplan of provincial GEDSI Coordination program.
- Engage with PMUs and relevant stakeholders to strengthen alignment, ownership, and quality of the program implementation.
- Monitor overall progress and performance and provide recommendations and solutions to ensure quality delivery of the project.
4. Lead GEDSI integration in Monitoring, reporting, and learning (MEL) Framework
- Lead the development and refinement of GEDSI-related tools, methodologies, and approaches for data collection, measurement, and reporting in alignment with the project’s MEL framework.
- Provide technical leadership to ensure GEDSI indicators is effectively integrated into the project’s MEL framework, indicators, and data systems.
- Oversee implementation progress of GEDSI component, outcomes, and indicators in line with TRVC workplan and MEL framework
- Work closely with the MEL team to ensure data quality, consistency, and integrity, and that GEDSI-related data is systematically collected, validated, and analyzed.
- Consolidate, analyze, and prepare periodic reports, technical reports, and thematic updates on GEDSI implementation with recommendations and lesson learnt
5. Knowledge management, learning and communications
- Coordinate to collect, consolidate, and document case studies, success stories, lessons learned, and good practices on GEDSI to promote successful GEDSI models and lessons learned among partners and provincial stakeholders.
- Ensure knowledge products contribute to learning, scaling, and influencing broader program and partner practices.
- Collaborate with the Communication team to develop communication products, learning briefs, and knowledge-sharing materials for both internal and external audiences.
- Contribute to SNV GESI standards and learning for the country office and for global learning
- Other duties as assigned by line manager
Qualifications
- Vietnamese
- Advanced degree in Gender Studies, Development Studies, Social Sciences, or a related field.
- At least 7 years of relevant experience in gender equality, disability, and social inclusion within development programs, with strong experience in mainstreaming GEDSI across the full project cycle.
- Demonstrated experience working on DFAT-funded programs or applying DFAT’s GEDSI framework, including integrating GEDSI into program design, implementation, and MEL systems.
- Strong experience in developing GEDSI strategies, tools, and methodologies, and in leading capacity building, coaching, and technical advisory for diverse stakeholders.
- Solid expertise in integrating GEDSI into Monitoring, Evaluation, and Learning (MEL), including indicator development, gender analysis, and assessment.
- Experience in integrating GEDSI principles into climate-smart agriculture, carbon-related initiatives, or sustainable value chains is an advantage.
- Experience working with the private sector on integrating GEDSI
- Excellent communication and report writing skills in English.
- Good written and spoken English and Vietnamese.
- Willingness to travel to project sites as required.
