Project Description
Socodevi Vietnam is seeking a qualified and motivated candidate to join the BLOOM project as a Gender Equality Officer. This Global Affairs Canada-funded initiative (2025–2030) promotes biodiversity conservation and inclusive livelihoods in the Tuyen Quang and Dak Lak provinces. The project’s ultimate goal is to improve the health of key ecosystems to support the economic and social resilience of ethnic minority women and their communities.
Key Expected Results:
- Outcome 1100: Increased adoption by ethnic minority women and their communities of gender-sensitive nature-based solutions (NbS) that protect the ecological integrity of Key Biodiversity Areas for conservation and climate adaptation.
GE Officer contributions: Support the design and facilitate the implementation of gender-responsive environmental awareness activities.
- Outcome 1200: Increased sustainable use of Key Biodiversity Areas by ethnic minority women who are especially vulnerable to climate change impacts.
GE Officer contributions: Support the integration of gender equality into sustainable livelihood, cooperative, value chain, entrepreneurship, and financial inclusion activities, ensuring that ethnic minority women’s constraints, roles, decision-making power, access to resources, and economic opportunities are properly addressed.
- Outcome 1300: Enhanced participation and influence of ethnic minority women in shaping governance, policies, and programs related to Key Biodiversity Areas that are critical for biodiversity targets and climate resilience.
GE Officer contributions: strengthen ethnic minority women’s participation, leadership, and decision-making in biodiversity conservation, climate adaptation, and sustainable livelihood activities, including through a transformative leadership programme and greater engagement in project and policy dialogue.
Position Overview & Reporting Lines
The Gender Equality Officer will manage the day-to-day integration of the gender equality strategy across the project and support the practical implementation of core gender equality activities. The Officer ensures that the project moves beyond basic participation targets to meaningfully reflect the voices, needs, and leadership of ethnic minority women.
Reporting directly to the Technical Team Leader with technical backstopping from senior consultant(s) or HQ Advisor(s), the Officer plays a key role in the team. The role focuses on collaboratively translating project-level gender strategies into contextually grounded, concrete field tools, training materials, and actionable guidance that provincial teams and local partners can easily implement on the ground.

Direct Supervision: None
Key Internal Collaborators: Works in close, day-to-day coordination with Technical Specialists (e.g. Agriculture & Markets, Biodiversity & Forestry, Financial Inclusion, MEL), Provincial Coordinators and Operations team.
External Interfaces: Coordinates closely with provincial partners including the
Women’s Union, People’s Committees, technical departments (e.g., DAE, Forest Management Boards), and cooperatives to facilitate and implement gender responsive field activities, consultations, and women’s leadership initiatives.
What Success Looks Like for Us
- The project’s Gender Equality Strategy is updated, practical, evidencebased, and actively used by the project team and partners.
- Gender equality is integrated into workplans, tools, training materials, field activities, monitoring, and reporting across relevant outputs.
- Technical specialists and provincial teams are supported to apply genderresponsive approaches in their respective areas of work.
- Ethnic minority women’s participation is tracked not only by numbers, but also by quality of engagement, influence, leadership, and decision-making.
- Project learning and reporting clearly demonstrate how gender equality contributes to biodiversity conservation, climate resilience, and inclusive livelihoods.
Specific Tasks and Responsibilities
Core responsibilities (60%)
- Strategy & Alignment: Lead, review, and update the project’s Gender Equality Strategy and Action Plan so it matches Global Affairs Canada’s Feminist International Assistance Policy and BLOOM’s technical approach.
- Gender & Inclusion Assessments: Run and update gender and social inclusion analyses to guide project planning and adjustments.
- Technical Guidance: Ensure gender equality is built into all project areas, including conservation, nature-based solutions, forest protection, livelihoods, financing, and governance.
- Practical Tools: Create simple tools, checklists, and guides to help staff and partners use gender-responsive approaches daily.
- Barriers & Opportunities: Identify what impedes or helps ethnic minority women participate, lead, earn an income, access resources, and influence community decisions.
- Quality Assurance: Review terms of reference, assessment tools, training materials, workshop agendas, consultation guides, activity proposals, and reports to ensure gender responsiveness and technical coherence.
- Capacity Building: Design and facilitate gender equality training, coaching, and reflection sessions for project staff, implementing partners, local authorities, Women’s Union, community groups, and other stakeholders.
- Outcome 1100 Integration: Support and facilitate integration of gender equality into activities under Outcome 1100, including nature-based solutions, forest protection, biodiversity awareness, restoration, and community-based conservation initiatives.
- Outcome 1200 Integration: Support integration of gender equality into activities under Outcome 1200, including sustainable livelihoods, cooperative development, value chains, entrepreneurship, financial education, savings and credit groups, and engagement with financial institutions.
- Outcome 1300 Support: Provide technical input to the design and implementation of activities under Outcome 1300, particularly those related to ethnic minority women’s leadership, participation, and influence in biodiversity conservation, sustainable livelihoods, and climate-related governance.
Partner & Stakeholder Engagement (30%)
- Local Coordination: Work closely with local authorities, forest boards, mass organizations, and NGOs.
- Expert Partnerships: Team up with technical experts to ensure gender equality is integrated into assessments, training, consultations, and community activities.
- Events & Outreach: Help organize and run workshops, training sessions, and community events.
- Representation: Represent the project in local, national, and international gender equality networks.
Monitoring, Evaluation, and Learning and Communications (10%)
- Develop Indicators: Design and apply gender- and inclusion-sensitive indicators.
- Data & Monitoring: Support the MEL Specialist in tracking outputs and outcomes, ensuring data is disaggregated by gender, age, and ethnicity.
- Share Insights: Document lessons learned and report on gender equality, women‘s leadership, participation and inclusion outcomes.
- Reporting: Prepare monthly, quarterly, and annual implementation plans and progress reports.
- Boost Visibility: Collaborate with the Communications Officer to find media opportunities that promote Socodevi and DID’s work, raising their profile both in Vietnam and internationally.
Professional Requirements
Minimum:
- Education: Bachelor’s degree in Gender, Development Studies, International Relations, Sociology, or related social science field.
- Experience: Minimum 3 years in gender equality, women’s empowerment, or community development within donor-funded projects.
- Technical Skills: Proven experience in gender analysis, mainstreaming tools, and designing/facilitating participatory training and workshops.
- Context Knowledge: Experience working with ethnic minority communities and local partners (e.g., Women’s Union), with a solid understanding of rural gender barriers.
- Core Competencies: Strong collaborative skills, proficiency in MS Office, fluent Vietnamese, and good working English.
Desirable:
- Sector Exposure: Prior familiarity with at least one key project area, such as livelihood development, value chains, or financial inclusion.
- GBV & Safeguarding: Basic understanding of Gender-Based Violence (GBV) risks, and experience supporting “Do-No-Harm” practices or safeguarding measures
- Donor Project Familiarity: Previous experience or familiarity working within international donor-funded projects (e.g., GAC, EU, DFAT).
- Training Material Development: Practical experience adapting existing training materials, simple toolkits, or checklists for field staff and community groups.
- Soft Skills: A collaborative, solutions-oriented mindset with the ability to communicate gender concepts plainly to non-specialists.
Working Conditions
- Work Schedule: Monday to Friday, with occasional evening and weekend work as needed.
- Flexible Work Arrangements: Socodevi supports flexible work options, including work from home, and adjusted hours, where feasible.
- Contract Type: 12-month full-time employment contract, with strong potential for extension. This position offers an opportunity for professional growth and increased technical responsibility over time, subject to performance, project needs, and budget availability.
- Workplace: Based in Hanoi, with regular travel to Tuyen Quang and Dak Lak provinces.
- Conditions: May involve travel to remote or forested areas under varying weather conditions.
