The Institute for Vietnam Initiatives (IVI) is a non-profit research organization dedicated to bridging global expertise and Vietnam’s development. In close partnership with Indiana University—a leading U.S. institution for public policy—IVI collaborates with government agencies, international organizations (World Bank, UNDP, US federal government, Australian Embassy), and provincial leadership to drive progress in public governance, digital transformation, and leadership development.

 

We are currently seeking dedicated professionals to join our team in Hanoi and contribute to our high-impact programs.

 

1. Head of Research and Development (Full-Time)

 

The Role

As a key member of the leadership team, the Head of R&D oversees the Institute’s research, advisory, and training programs. This role is responsible for ensuring professional excellence across all projects and fostering strategic partnerships with senior stakeholders and international expert networks.

 

Key Responsibilities

  • Project Leadership: Manage the implementation of projects in Public Policy, Digital Transformation, Performance Management, and Strategic Advisory, ensuring outputs exceed the expectations of our government and international partners.
  • Strategic Engagement: Maintain regular dialogue with senior leaders from government agencies, development organizations, and research institutions.
  • Operational Oversight: Contribute to the Institute’s strategic planning and coordinate internal departments regarding financial, human resource, and timeline management.

 

Qualifications

  • Postgraduate degree in Public Policy, Management, Business Administration, HRM, or a related field.
  • Minimum of 05 years of relevant professional experience.
  • Proven capability in strategic advisory, digital transformation, performance management, and high-level research.
  • Excellent analytical, report-writing, and interpersonal skills.
  • English proficiency equivalent to IELTS 6.5 or above.

 

 

2. Senior Researcher (Full-Time or Part-time)

 

The Role

The Senior Researcher plays a key technical role  in designing and implementing the Institute’s research, advisory, and training programs. This position contributes to evidence-based policy analysis, project implementation, and the development of materials that support public sector reform (especially in performance management), technology and innovation, and capacity development  in Vietnam.

 

Key Responsibilities

  • Research and Policy Analysis: Conduct policy research and analytical studies in areas such as Public Policy, Digital Transformation, Performance Management, and Strategic Advisory. Produce policy briefs, analytical reports, and research documents for government and international partners.
  • Project Implementation: Support the implementation of research and advisory projects by coordinating research activities, contributing to project deliverables, and ensuring outputs meet professional standards and partner expectations.
  • Knowledge Development: Contribute to the development of training materials, policy frameworks, and analytical tools used in advisory and training programs.
  • Strategic Engagement: Maintain regular dialogue with senior leaders from government agencies, development organizations, and research institutions.

 

Qualifications

  • Postgraduate degree in Public Policy, Economics, Management, Business Administration, HRM, or a related field.
  • Minimum of 05 years of relevant professional and/or academic experience.
  • Demonstrated interest or experience in public policy, governance reform, performance management, digital transformation, or development policy.
  • English proficiency equivalent to IELTS 6.5 or above.

 

3. Program Officer (Full-Time)

 

The Role

The Program Officer is responsible for the direct execution of project activities, ensuring that technical tasks are coordinated seamlessly and deliverables are submitted with precision and professionalism.

 

Key Responsibilities

  • Project Execution: Participate in the planning and implementation of core activities in Public Policy and Capacity Building.
  • Coordination: Act as a liaison between government agencies, domestic/international experts, and development partners.
  • Event Management: Support the organization of high-profile workshops, forums, and training programs.
  • Compliance: Monitor project progress and budgets to ensure alignment with Institute regulations and partner requirements.

 

Qualifications

  • Postgraduate degree in Public Policy, Management, Business Administration, or a related field.
  • Minimum of 02 years of relevant professional experience.
  • Strong research and analytical skills with a high degree of detail orientation.
  • Strong English proficiency (equivalent to IELTS 6.5 or above) and communication skills.
