1. Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) aims to support the green hydrogen market development. GIZ was commissioned by the Federal Ministry for Economic Affairs and Climate Action (BMWK) with the implementation of the International Hydrogen Ramp-up Program (H2Uppp). The project aims to seize the opportunities of green H2 and Power-to-X by identifying production and deployment opportunities, exploring pathways, and supporting the realization of Vietnamese – German project ideas and business models. The project fosters innovation and knowledge transfer and eventually the scaling of production and use of green H2 and Power-to-X while strengthening the position of German technology providers as leading innovators.
Specifically, H2Uppp aims to support policy and market development of green hydrogen through studies, trainings, and public-private partnerships. It promotes knowledge-sharing among local and international experts.
For these reasons, GIZ Hanoi Office as the contracting party is conducting a local open tender on “Provision of Green Hydrogen trainer Kit and Training service” for GIZ in Vietnam.
The equipment shall be delivered as follows:
- Place of delivery: Vietnamese German University (VGU), Ring road 4, Quater 4, Thoi Hoa ward, Ho Chi Minh City
- Delivery time: Please indicate your shortest delivery time after order placement
- Payment: Payment after receipt of goods or to be negotiated
2. Requirements for bidder
a. Commercial register entry
b. Average annual turnover for the last three financial years
At least: 750,000,000 VND
c. Average number of employees and managers for the past three calendar years
At least: 5 persons
d. Technical experience assessment is based on reference projects that were conducted by bidder with a minimum value of 250,000,000 VND to satisfy the folowing:
at least 1 reference project in the technical field about supplying/manufacturing educational model, machinery or equivalent
at least 1 reference project in Asia in the last 5 years (period July 2020-July 2025)
3. Interested companies are requested to prepare the following documents:
- Letter of interest (with Director’s or authorised person’s signature and company stamp).
- Financial reports of the last 03 years. Important/key information in the audited financial reports or in annual tax reports must be brieftly translated into English if documents are in Vietnamese.
- Company profile and technical experience, Business license (for firm) or Decision of establishment (for association); Tax code registration; organisational chart; consortium agreement and nomination of consortium leading firm (if at least 02 entities join the assignment); similar experience/copy of contracts related to this assignment.
- Technical proposal: must correspond to the requirements of the Technical Specifications.
- Financial proposal: Calculate your financial bid exactly in line with the Quantitative requirements specified in the Technical Specifications.
Cost of preparing the bid: No remuneration will be granted for the preparation of the bid and the documents to be attached thereto.
4. Method of bid submission
The complete tender dossier is to be sent only by email to [email protected]. We request you to submit the eligibility documents, technical proposal and price quotation in 3 separate files in pdf format (either in 1 email or 3 separate emails) with email subject or file name as follows:
- 91189369 – Eligibility Documents – Company name
- 91189369 – Technical Offer – Company name
- 91189369 – Price Quotation – Company name
For data protection and information security reason, in case the total size of your documents is below 10 MB, you can attach them directly in the email sent to us. In case the total size of your documents is above 10 MB, the files must be sent via GIZ filetransfer system. We will provide the guidance on how to use filetransfer to interested suppliers. Bidders are required to record the password on filestransfer and send the correct ones to GIZ. Wrong passwords could lead to bidding failure.
5. Deadlines
- Interested bidders can contact GIZ (before 10/08/2025 ) via email to [email protected] to receive a complete tender dossier.
- For questions about the tender, please send to the email [email protected] before 20/08/2025.
- Bidder shall send the complete bidding documents by email to [email protected] by 31/08/2025, 17.00 (Hanoi time). When submitting bidding documents for this tender, the bidder declares that she/he has read, understood, accepted and agreed with all information and conditions listed in the provided tender dossier.
6. Notes
- Sending documents to wrong email address will lead to disqualification of the supplier.
- Bids sending after the deadline will be disqualified.
- For data protection and information security reason: In case the total volume of your bids is below 10 MB, you can attach them directly in the email sent to us. In case the total volume of your bids is above 10 MB, the files must be sent via GIZ filetransfer system. Guidance on how to use filetransfer will be provided. Files sent via other applications/systems such as Google drive, dropbox…will not be Bids sending after the deadline will be disqualified.
GIZ is obliged to ensure the confidentiality of all submitted documents by bidder(s) during the tender process!
