The Global Project Development Programme (PDP) implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is providing energy project development for local industries and matchmaking with German Solution Providers active under the German Energy Solutions Initiative of the German Federal Ministry of Economy and Energy (BMWE). The objective is to contribute to local economic development, global climate change mitigation and to promote German quality services and products in the field of climate friendly energy solutions in the Commerce and Industry (C&I) sector. Applications include renewable electricity supply and storage, green hydrogen, process heat supply as well as energy efficiency. PDP is active in the following target regions: Northern, Western, Eastern and Southern Africa (Morocco, Ghana, Nigeria, Côte d’Ivoire, Senegal, Kenya and South Africa), South and Southeast Asia (Bangladesh, Vietnam and India) and Latin America (Argentina).
In Vietnam the PDP’s goal is to support market uptake by developing concrete investment projects thus supporting Vietnamese companies to reduce energy bills and improve market position. This concrete project development is complemented with capacity building for local stakeholders and providing market information to German energy solution providers.
To support the implementation of the project, the project is looking for a qualified and professional candidate to fill the following position:
Junior Project Officer „PDP”
Duty station: Ho Chi Minh City, Viet Nam
Duration: ASAP until 30st of June 2027 with possible extension
Main responsibilities and tasks:
The Junior Project Officer (JPO) will be guided on technical topics by a backstopping team in Germany and Colleagues in HCMC. He/she will perform the tasks in the areas of supporting project development, coordination, as well as communication, event and knowledge management and monitoring, including:
A.Support with Strategy Development
- Support ongoing monitoring and information gathering on legal frameworks, market trends, financing mechanisms, and stakeholders for C&I renewables (incl. green hydrogen), process heat, and energy efficiency.
- Contribute to, but do not lead, the development and periodic updates of the Vietnam PDP country strategy and operational plan.
B. Support with Stakeholder Management
- Assist with relationship management involving Vietnamese companies, associations, regulators, and financial institutions.
- Support regular engagement and coordination with German companies and partners of the German Energy Solutions Initiative.
C. Support with Project Development
- Help identify project opportunities and prospective partners interested in PDP-relevant solutions (renewable supply and storage, green hydrogen, process heat, energy efficiency).
- Act as a facilitator to support stakeholders in shaping and structuring project ideas and concepts.
- Assist with initial assessments of potential against PDP eligibility criteria.
- Coordinate support with the PDP Team in Germany or consultants on technical design and cash-flow modeling using selected tools.
- Help present project development results to Vietnamese off-takers.
- Provide or coordinate follow-up support to off-takers (e.g., tender preparation/evaluation, financing advisory).
D. Support Implementation of Other Project Activities
- Assist in planning, organizing, and implementing targeted capacity-building and market-access activities per the operational plan, including documentation and reporting.
- Help identify Vietnam-specific energy tenders relevant to German companies.
- Assist in managing short-term experts/consultants in completing assigned tasks.
- Support operational administration with the implementation manager and GIZ country office (e.g., third-party contracts, travel, visas).
E. Communication, Knowledge Management, and Monitoring
- Support PDP Vietnam representation at events in coordination with the PDP country manager.
- Assist with PR contributions, selecting distribution channels, and drafting newsletter articles.
- Help keep project status and stakeholder contacts updated on the digital Project Development Platform.
- Support up-to-date documentation in GIZ and PDP data management systems.
- Assist in preparing reports on project activities in Vietnam.
- Compile and regularly present overviews of programme activities and deadlines as discussed in team meetings.
Minimum requirements:
- Bachelor’s degree or higher in relevant field (e.g., energy, engineering, economics, or a related field).
- Initial professional experience (preferably 2 – 3 years at least) in Viet Nam’s C&I sector or consulting, preferably in project development, sales, business development, corporate sustainability and corporate social responsibility, internships or project-based experience in international cooperation is a plus.
- In-depth understanding of energy sector policies and regulatory framework conditions.
- Technical knowledge of energy efficiency applications in the industry, process heat or renewable energies (PV, green hydrogen, biomass).
- Hands-on experience in developing energy efficiency, process heat or renewable electricity projects is an asset.
- Knowledge of or experience in conducting energy audits and e-mobility is an additional asset.
- Broad personal network within the energy industry and/or any other industry or commercial sector with high energy consumption, is a plus.
- Excellent communication skills, being at ease interacting with high management and presenting to large audiences.
- Convincing personality, excellent networking skills.
- Independent hands-on ingenious person with high level of self-motivation and organisation with an affiliation to work in a multicultural environment.
- Willingness to travel abroad and to project sites across the country.
- Strong organizational competence, administrative and event organization experience is a plus.
- Excellent verbal and written English language skills, German would be an asset.
- Fully computer literate in MS Teams, PPT, Excel and Word.
