The project “Promoting the transition of the energy sector in Viet Nam” (TEV) funded by German Federal Ministry for Economic Cooperation and Development (BMZ), to foster the development of a long-term political energy transition strategy, including legal and regulatory fundamentals, as well as the transfer of technological knowledge to Ministry of Industry and Trade (MOIT).
The TEV project aims to enhance the strategic, legal, regulatory, and technological requirements for a low-carbon, environmentally friendly energy transition. Throughout TEV project, mutual benefits can be created by leveraging the expertise of Vietnamese energy stakeholders to provide advice at a high political level; learning the best energy transition strategies from international countries; analyzing socio-economic impacts of different energy transition scenarios; and promoting sector coupling such as heat supply, industry and mobility for better climate protection.
The TEV’s principal implementing partners is Electricity Authority of Viet Nam – EAV, Oil, Gas & Coal Department and downstream implementing partner: NSMO.
Thus, we are looking for a professional and qualified candidate to fulfil the following position:
Junior Project Officer “TEV”
Duty station: Ha Noi, Viet Nam
Duration: Starting ASAP until 31. December 2026, with possibility of extension
Main responsibilities:
The Junior Project Officer (JPO) will support the effective implementation of technical activities within the TEV project and in close coordination with counterparts from the Electricity Authority of Viet Nam (EAV) and relevant departments under the Ministry of Industry and Trade (MOIT). The position contributes to both the technical and coordination aspects of the project, helping ensure smooth execution of activities and well-structured communication among stakeholders. Key responsibilities include:
- Support the implementation of the technical activities and work packages under the TEV project in close coordination with EAV, NSMO and OGCD.
- Contribute technical inputs to on-going analytical and advisory work, assist in organizing technical discussions, and support the delivery of project tasks related to power sector development, regulatory work, or other assigned technical components.
- Assist in monitoring the activity progress, collecting data.
- Provide organizational and facilitating technical meetings, workshops, and training sessions and other types of events, including agenda preparation, participant coordination and on-site assistance.
- Support coordination of stakeholders, documentation of discussions, and follow-up actions.
- Support document management, including consolidation of feedback, drafting or formatting project documents, and keeping well-organized digital and physical files.
- Assist in collecting and synthesize relevant information for periodic updates and reporting requirements.
- Performing other assignments and responsibilities as required.
Minimum requirements:
- Bachelor’s degree or higher in relevant field (e.g., energy, engineering, economics, public policy or related a related field).
- Proficiency in English for working in international environment. German language skills are an asset.
- Initial professional experience (preferably 2 – 3 years at least) in Viet Nam’s power, energy, or related public sector fields, internships or project-based experience in international cooperation is a plus.
- Familiarity or basic experience in working with key institutions in the energy sector such as EAV (formerly EREA and ERAV), NSMO, and EVN. Experience working in governmental institutions in Viet Nam – preferably MOIT – is an advantage.
- Foundation understanding of the Viet Nam’s energy sector, including the legal & regulatory and institutional framework, and ongoing energy transition-related strategies.
- Experience in preparing materials, supporting research tasks and reports, producing summaries or assisting in training or workshop preparation.
- Demonstrated ability to work systematically, manage multiple tasks, and strong communication and teamwork skills.
- Self-motivated, proactive, and capable of working independently and reliably.
- Proficient in MS Office, experience with digital tools and platforms is an advantage.
