BACKGROUND:

Friends for International TB Relief (FIT) is a registered non-profit organization working in tuberculosis (TB) prevention and care through service delivery, research, technical assistance, and advocacy. FIT works closely with Provincial and National TB Programs and in-country partners to implement projects funded by international donors, including the US CDC, the Global Fund, Unitaid, the Stop TB Partnership and others. FIT also collaborates with leading academic institutions, such as the Liverpool School of Tropical Medicine and Karolinska Institutet, and actively contributes to regional and global TB policy and technical forums. PRIMARY RESPONSIBILITIES:

The M&E Director will provide strategic leadership and organizational oversight for all monitoring, evaluation, and learning functions across FIT’s programs. The position is responsible for setting the long-term vision for M&E, ensuring robust and compliant data systems, strengthening evidence generation and use, and positioning FIT as a credible technical partner with donors, governments, and research institutions. The M&E Director will work closely with senior leadership, program and research teams, and external partners to ensure that data and evidence drive program design, implementation, learning, and strategic growth. The role includes direct engagement with donors, leadership in initiative and proposal development, and accountability for data governance, protection, and ethical compliance.

 

  • Strategic leadership and vision
    • Define, lead, and periodically update FIT’s organization-wide strategy for monitoring, evaluation, and learning, aligned with FIT’s mission and strategic plan
    • Provide strategic direction on how data are generated, reported and translated to improvements across programs
    • Ensure coherence and alignment between program, M&E and organizational learning
    • Advise senior management on data and system needs, performance trends, risks, and opportunities

 

  • M&E and research systems design
    • Lead the design, standardization, and continuous improvement of M&E and reporting systems across FIT
    • Ensure systems are scalable, interoperable, and appropriate for multi-donor, multi-site programs
    • Oversee the development and enforcement of organizational policies, SOPs, and standards related to:
      • Data management and governance
      • Data security and protection
      • Data sharing and release
    • Ensure compliance with donor requirements, national regulations, and international standards related to data protection and research ethics

 

  • Data governance, protection, and compliance
    • Serve as the organizational lead for data governance and data protection compliance with functional knowledge of Decree 13/2023/ND-CP, GDPR and HIPAA.
    • Ensure FIT complies with applicable data protection laws, ethical standards, and donor-specific data requirements
    • Oversee risk management related to data security, confidentiality, and responsible data use
    • Ensure secure data storage, controlled access, and long-term data stewardship

 

  • Donor engagement and initiative development
    • Act as a senior technical representative of FIT with donors, funding agencies, government counterparts, and strategic partners
    • Lead or significantly contribute to the development of new initiatives, concepts, and grant proposals, particularly those with strong M&E or research components
    • Provide strategic input into proposal design, log frames, indicators, evaluation plans, and learning agendas
    • Support negotiations, reporting discussions, and high-level technical exchanges with donors

 

  • Oversight of analysis, learning, and knowledge products
    • Oversee high-level data analysis and interpretation across programs and teams
    • Ensure evidence is translated into actionable insights for program improvement and strategic decision-making
    • Guide the production of high-quality knowledge products, including reports, technical briefs, and presentations
    • Support dissemination of findings through conferences, publications, and stakeholder forums

 

  • Leadership, management, and capacity strengthening
    • Provide senior leadership and oversight to M&E and data teams
    • Supervise and mentor senior M&E staff, ensuring strong technical performance and professional development
    • Build organizational capacity in M&E, learning, and capacity building through systems, training, and leadership development
    • Foster a culture of accountability, learning, and evidence-based decision-making across FIT

 

  • Cross-functional and external coordination
    • Work closely with program, operations, finance, and senior management teams to ensure alignment between strategy, implementation, and evidence, and provide support for cross-functional recording and reporting needs
    • Coordinate with academic institutions, technical agencies, and partners on research and evaluation activities
    • Represent FIT in high-level technical, policy, and partnership forums related to M&E and data systems

 

  • Other responsibilities
    • Travel to FIT offices, project sites, and partner locations as required
    • Perform other duties consistent with the role and organizational mission as requested by FIT leadership

 

REQUIRED QUALIFICATIONS:

  • Master’s degree in public health, epidemiology, biostatistics, statistics, economics, or a related field
  • Advanced degree (Master’s or PhD) in public health, epidemiology, biostatistics, statistics, health economics, social sciences, or a related field
  • Minimum of 8–10 years of progressively responsible experience in monitoring, evaluation, learning, research, or data systems within public health or international development programs
  • Demonstrated experience providing strategic leadership for M&E functions across multi-project, multi-donor portfolios
  • Proven track record in designing, governing, and scaling organization-wide M&E and learning systems
  • Extensive experience with donor engagement, including technical leadership in proposal development, negotiations, reporting, and high-level technical discussions
  • Strong experience in initiative and concept development, including defining learning agendas and evaluation frameworks
  • Demonstrated expertise in data governance, data protection, and ethical compliance, including alignment with donor requirements and applicable national and international regulations
  • Ability to interpret complex data and evidence and translate it into strategic recommendations for senior leadership and external stakeholders
  • Proven experience leading, mentoring, and managing senior technical staff and multidisciplinary teams
  • Excellent written and verbal communication skills in English, with demonstrated ability to represent an organization in high-level technical, policy, and donor forums
  • Strong strategic thinking, judgment, and leadership skills, with the ability to balance technical rigor with organizational and operational realities

 

PREFERRED QUALIFICATIONS:

  • Experience working in TB, infectious diseases, or related global health fields
  • Experience overseeing or contributing to technical reports, public health consultations and missions, peer-reviewed publications, and conference presentations
  • Familiarity with government health information systems, national reporting structures, and policy environments
  • Experience working with academic institutions, research consortia, and technical agencies
  • Demonstrated success in fundraising or resource mobilization for research or programmatic initiatives
  • Experience working in low- and middle-income country settings
  • Ability to communicate complex technical concepts clearly to non-technical audiences, including donors and policymakers
