Position: MEL Manager
Location: Based in Hanoi with regular travel to project sites.
Type: Fixed Term Full-time (One year)
About the Role
We are looking for a Monitoring, Evaluation and Learning (MEL) Manager to lead and strengthen our MEL function in Vietnam. This role will ensure our programs are driven by evidence, focused on outcomes, and aligned with donor and global frameworks.
You will play a key role in shaping how data is used across our programs, from design to delivery. This includes building strong systems, improving data quality, and turning insights into action. You will also represent Orbis Vietnam with donors, partners, and government stakeholders on MEL matters.
Key Responsibilities
- Lead the development and implementation of the country MEL strategy aligned with global frameworks
- Design and oversee MEL systems, including indicators, log frames, and reporting tools
- Ensure high-quality data collection, validation, and analysis across all projects
- Support program design, planning, and donor reporting with strong evidence and insights
- Lead evaluations, baseline studies, and learning reviews to inform program improvement
- Promote the use of data systems and tools, including Spectrum, for reporting and analysis
- Strengthen data automation and introduce innovative approaches to improve efficiency and visibility
- Foster a culture of learning by facilitating reflection sessions and sharing knowledge
- Build MEL capacity of staff and partners
- Represent Orbis Vietnam in MEL discussions with donors, partners, and government stakeholders
Qualifications
- Master’s degree in social science, Public Health, or related field.
- Master’s degree in public health, statistics, epidemiology, development studies, or a related field
- 7 to 10 years of experience in monitoring, evaluation and learning, with at least 3 years in a leadership role
- Strong experience designing and managing MEL systems with a focus on outcomes and impact
- Experience working with donor-funded programs and reporting requirements
- Hands-on experience with data management, analysis, and automation
- Familiarity with statistical software such as SPSS or Stata
- Strong communication skills in both English and Vietnamese
- Willingness to travel regularly to project sites
