Project Background
Support to end Tuberculosis is a health initiative projects funded by U.S. Agency for International Development (USAID) for the period of 2019–2027 and led by FHI 360. In Vietnam, as part of its life-saving humanitarian assistance funded by the United States of America Government, the FHI 360, through its projects including Support to end Tuberculosis (SET) provides technical support to the Ministry of Health (MOH) to ensure the continuum of care and supply chain for TB commodities and services toward ending TB by 2030. Specific responsibilities may include but are not limited to the following:
Detailed Description of Tasks to be Performed:
The qualified expert with sufficient capacity, knowledge, and experience will support the National Tuberculosis Program (NTP) in procurement and supply chain management for TB drugs, commodities and facilitating the implementation of Social Health Insurance (SHI) policies to improve access to and sustainability of TB services and response. Under this scope of work, FHI 360 requests consultancy services from qualified consultants to provide technical expertise to NTP in performing the following responsibilities and tasks with timelines from August 2026 – February 2027:
- Collaborate with NTP technical teams and partners to develop annual procurement and ordering plans for TB medicines and commodities donor funded, as well as ad hoc procurement plans when necessary.
- Monitor the progress of procurement orders and complete all procedures for the receipt of internationally donated drugs/commodities in compliance with current government regulations and donor requirements as well as support the NTP team in monitoring the distribution plans to ensure uninterrupted supply to provinces and health facilities.
- Support NTP in monitoring the procurement and supply status of social health Insurance (SHI)-covered TB drugs across provinces nationwide.
- Follow up with provincial lung hospitals/CDC to ensure timely submission of periodic reports on SHI funded TB drug supplies; support the supply chain team in analyzing the provincial reports, identifying potential TB drug shortages to NTP leadership for timely intervention.
- Support NTP in organizing meetings/dialogue with Ministry of Health (MoH), and Vietnam Social Security (VSS) to discuss the roadmap for SHI reimbursement of the full Xpert testing cost for 2027–2029 period.
- Collaborate with relevant unit (NRL) and partners to develop a detailed plan for including TB diagnostic tests such as Xpert XDR in the SHI reimbursement package.
- Perform other tasks assigned by the NTP such as providing inputs to technical documents, organizing meetings and training courses as required by NTP leadership.

Note: the consultant is expected to submit monthly progress reports with supporting documents as evidence for the deliverable.
Location: Vietnam
Qualifications
- Medical Doctor or advanced degree in public health, health economics with at least 10 year- experience. (15 points)
- Strong knowledge and understanding of the health system and SHI system in Viet Nam. (15 points)
- Experience in working with Ministry of Health, VSS and provinces in facilitating implementation of SHI policies as well as in experience in dealing with drug/commodity supply chain management. (12 points)
- Excellent communication and interpersonal skills. (8 points)
Evaluation Criteria: applications will be evaluated based on the applicant’s experience and qualifications as detailed above.
