National consultant to support MOH in training and implementing  new national guidelines on EMTCT  

 

1. Background

The WHO Global and Western Pacific Region have set ambitious targets to eliminate mother-tochild transmission (EMTCT) of HIV, hepatitis B (HBV), and syphilis by 2030. Achieving these goals will require strong political commitment and sustained investment from governments.

 

In Viet Nam, the National Action Plan (NAP) for the elimination of mother-to-child transmission of HIV, HBV, and syphilis for the period 2018–2030 was approved on 29 November 2018 (Decision No.

7130/QD-BYT). The NAP outlines clear targets for 2030, including:

  • Reducing new HIV infections in infants to ≤50 per 100,000 live births, or reducing the motherto-child transmission rate to <5% in breastfeeding infants and <2% in non-breastfeeding infants;
  • Reducing the incidence of congenital syphilis to ≤50 per 100,000 live births; and
  • Reducing the prevalence of HBsAg to ≤0.1% among children under five years of age.

 

However, challenges remain in the implementation of the NAP, particularly the low testing coverage and limited uptake of interventions—especially for HBV and syphilis.

 

In 2024, WHO supported the Administration of Maternal and Child and Adolescents (AMCA) of the Ministry of Health (MOH) in revising the national guidelines on EMTCT in line with updated WHO recommendations. These revised guidelines were officially approved by the MOH in February 2025 and are expected to address key barriers, particularly in HBV testing and prophylaxis/treatment.

 

The proposed national consultant will provide technical assistance to the AMCA in conducting training for provincial focal points on the new guidelines and supporting their implementation. 

 

2. Planned timelines (subject to confirmation)

Start date:  15/8/2025

End date:  15/10/2025

 

3. Work to be performed

a. Specific Objectives:

  • To support AMCA in organizing training on the new technical guidelines on EMTCT
  • To provide technical support to AMCA and provincial CDC in implementing the new guidelines.

b. Description of the tasks/process involved in carrying out the activity

  • Work independently and proactive to implement the required tasks.
  • Work with AMCA and provincial CDC and relevant partners to implement the activities.
  • Participate in the meeting organized by MOH related to proposed activities.

c. Output/s

Output 1: Developed a set of training materials for each topic: interventions for prevention of mother to child transmission of HIV, HBV, syphilis and monitoring/reporting and training evaluation 

  • Deliverable 1.1: Set of slides for the training including pre- and post-training questionnaires  

Output 2: Support AMCA in conducting training on the new EMTCT guidelines and supporting MCH and provinces to implement the guidelines. 

  • Deliverable 2.1: Summary report on the results of the training and implementing of the new guidelines. 

 

4. Specific requirements

Qualifications required: 

  • Must have university degree on medicine, public health or social science and have advanced degree (Master or PhD degree) in medicine, public health or relevant areas is ideal. 

Experience required:

  • Having at least 10 years of working experiences in the areas of HIV, hepatitis and STIs or sexual and reproductive health
  • Have good experiences in supporting the implementation of the national EMTCT programme
  • Have good experiences in clinical management of HBV including prevention of mother to child transmission of HBV

Skills / Technical skills and knowledge:

  • Demonstrated strong technical skills and knowledge on HIV, hepatitis and STIs.
  • Good knowledge on prevention of mother to child transmission of HIV, HBV and syphilis.
  • Good knowledge strong technical capacity on management of HBV including prevention of mother to child transmission of HBV.
  • Good understanding of health system and services delivery with the regards to HIV, viral hepatitis and STIs in Viet Nam.
  • Good capacity to work with various stakeholders including MOH, provincial and district health authorities.
  • Able to travel to other provinces when required during the contract period
  • Ability to plan and prioritise challenging workloads.
  • Good teamwork Language requirements:
  • Excellent in communication and writing in Vietnamese and good at speaking and writing in English

5. Place of assignment

The consultant will not require to work at the WHO office but may require attending the meeting with WHO team whenever needed. 

 

6. Medical clearance

The selected consultant will be expected to provide a medical certificate of fitness for work.

 

7.Travel

The consultant will be required to travel during the contract period 

 

8. Budget
