Lutheran World Relief (LWR), which is part of Corus International, is seeking to recruit the following position for a 11 months project that is designed to strengthen disaster preparedness, governance, and resilience in Vietnams most vulnerable provinces. The program will run across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.

 

PROCUREMENT & LOGISTICS OFFICER – (job Id: 4216486)

Reporting to the Finance & Administration Manager, Procurement and Logistics Officer will be responsible for procurement activities, administration and logistics coordinating and processes to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable. S/he will successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability.

 

Roles & Responsibilities

  • Coordinating project administration and logistics, including event and workshop arrangements, travel coordination, meeting scheduling, minute taking and project documentation,
  • Monitoring project implementation progress and follow up on action items in close collaboration with project leads and relevant stakeholders.
  • Providing project-related finance support, including preparing advance requests, consultant contracts in compliance with organizational policies, approved budgets and donor requirements.
  • Maintaining accurate records of project activities, participant attendance and related expenditures, including travel, accommodation and per diem costs.
  • Serving as the primary procurement focal point for the project and coordinate end-to-end procurement activities with project staff, partners, and suppliers until the timely delivery of good and services.
  • Processing procurement-related advances, accruals, payments, and acquittals.
  • Maintaining complete and accurate procurement files and ensure procurement records, documentation are properly archived in the shared drive and systems, ready for audit and reporting purposes as required
  • Preparing vendor setup forms and coordinating with vendors to obtain required registration documents.
  • Creating and maintaining vendor information in the system.

 

Education & Experience

The ideal candidate should have a Bachelor’s degree in Business Administration, Logistics, Supply Chain, Finance, Accounting, Economics or related field with atleast 3 years of progressive experience in administration, procurement, project and financial support, operations, purchasing or administration.  In addition, s/he should have experience working in a development program, donor-funded project or international NGO. S/he should have strong interpersonal skills including communication and negotiation skills, proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint.   Professional fluency in English and Vietnamese is required. The candidate should have ability to work effectively both independently and as part of a team.
